The Work You Will Do:

This Engineering Specialist III position performs professional work under the direction of the Environmental Administrator for the Division of Water Resource Managements, Aquifer Protection/Underground Injection Control program located in Tallahassee, Florida. The ideal candidate will learn and become familiar with Underground Injection Control (UIC) and Aquifer Protection/Drinking Water Program federal & state rules, objectives, and their regulations.

Your Specific Responsibilities:

  • In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures and/or general orders applicable to performing the duties of this position.
  • Assists in development of rules and policies in the aquifer protection program management. Evaluates existing State rules and policies. Recommends revision to rules and policies as needed. Assists in any necessary rulemaking.
  • Assists in coordination of the State's UIC permitting activities with the districts and other sections of the agency. Assists the districts and other sections of the agency in their interpretations of rules and policies as needed.
  • Assists with training and technical guidance on UIC permitting issues and other related aspects of aquifer protection
  • Duties include engineering review of permit applications; construction plans; post construction reports; Operation and maintenance manuals; engineering research; field inspections; and meeting with district personnel, industry representatives, and other agency representatives.
  • Assists geologists in processing underground injection control permits in reference to engineering components. Submits these to supervisor for review prior to mailout.
  • File documents appropriately in the electronic data storage management system, Oculus, and update program and facility permit and compliance information in the databases, WACS, WACS/COMET, and PA in a timely manner consistent with standard operating procedures.
  • Provide technical assistance to and respond to inquiries and information requests from Department staff, consultants, and other agencies, and the public relative to aquifer protection programs and regulations.
  • Performs other related duties as assigned.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of physical, geological or natural science relative to permitting UIC wells.
  • Knowledge of fundamental engineering concepts and principles.
  • Knowledge of concepts, terminology, principles, and analytical techniques of environmental engineering.
  • Ability to analyze, interpret and apply engineering data.
  • Ability to monitor and inspect engineering projects.
  • Knowledge of state rulemaking process and procedures.
  • Ability to understand complex regulations.
  • Skill and ability to effectively and efficiently use computers and word processing software; prepare procedures, rules and documents.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to prepare, review, and edit technical reports.
  • Ability to perform mathematical calculations accurately.
  • Ability to establish and maintain effective work relationships.
  • Ability to plan, organize and prioritize work assignments; work independently.
  • Ability to collect, analyze, evaluate, and interpret scientific and technical data; work well under pressure and deadlines; be detail oriented.
  • Knowledge of water quality criteria and testing parameters.
  • Ability to maintain a driver’s license.

 

Required or Preferred Qualifications:

A bachelor's degree in engineering or environmental sciences from an accredited college or university; and two years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described in this posting, for a total of six years.
