The Work You Will Do:

This Engineering Specialist III position performs professional work under the direction of the Environmental Manager for the Division of Water Resource Management’s Wastewater Management Program located in Tallahassee, Florida.  The ideal candidate will possess discipline-specific knowledge, leadership and technical skills to promote the sustainability, implementation and efficiency of state and federal laws rules, and regulations related to reuse of reclaimed water, including industrial pretreatment and treatment wetlands.

Pay:

$42,000.00 - $47,000.00 (Commensurate with experience)

 

Your Specific Responsibilities:

 

The incumbent in this position reviews and coordinates statewide activities related to domestic and industrial wastewater implementation of reclaimed water projects and industrial pretreatment.

 

The duties of the Engineering Specialist III are to:

  • Assist in development and implementation of rules and policies related to reclaimed water and treatment and receiving wetlands. Evaluates current rules and policies and recommends modifications as needed. Assists in any necessary rulemaking and policy-making activities. Reviews and makes recommendations to draft and existing legislation and conducts bill analyses. Ensures that rules, policies, and legislation are consistent with environmental and economic concerns and with sound management practices. Works with U.S. Environmental Protection Agency and the regional Water Management Districts to ensure consistency among each agencies' rules and policies;
  • Assist Department staff and management with interpretations of rules and policies. Assist in training and providing technical guidance to staff and management on reuse projects or issues. Assists in developing standard permit conditions and DEP’s wastewater permit generating tool (Permit Builder);
  • Consult with, coordinate with, and respond to inquiries from state and federal agencies, local governments, regional planning agencies, businesses, professional interests, engineering firms, and the public on reuse of reclaimed water issues as needed. With supervision, provides training and makes technical presentations to inform these interests about the Department’s water reuse program;
  • Provide training and makes technical presentations to inform the above entities about DEP’s water reuse program;
  • Evaluate the feasibility of reclaimed water technologies for application in the State and provides technical assistance to DEP staff and management on the use of those technologies. Provide technical assistance to Department staff on special reuse projects and other wastewater management issues;
  • Assist in reviewing industrial pretreatment program submissions for consistency with the State and NPDES program requirements. Provide technical review of industrial pretreatment local discharge limitations, plans of studies, reports, and other deliverables. Promotes consistency and coordination of wastewater regulatory efforts in the Wastewater Management Program;
  • Assists in reviewing state-issued wastewater facility permits for consistency with the State and NPDES permitting program requirements. Assists with conducting district overviews. Assists in reviewing industrial pretreatment program submissions for consistency with the State and NPDES program requirements. Assists in developing standard permit conditions and Permit Builder. Assists in interpreting wastewater rules and policies. Assists with training and providing technical guidance on permitting issues and other aspects of wastewater management (including industrial pretreatment, treatment wetlands, and reuse of reclaimed water rules and water quality standards);
  • Consults with, coordinates with, and responds to inquiries from state and other agencies, local governments, the public, and the regulated community; and
  • Assists in coordinating State permitting activities related to wastewater (including both domestic and industrial wastewater) with the district offices and other Department staff.

 

Required Knowledge, Skills, and Abilities:

Listed below are the knowledge, skills, and abilities that are essential to be successful in the position:

  • Knowledge of state and federal permitting requirements and procedures;
  • Ability to understand wastewater treatment (domestic and industrial) concepts and principles;
  • Ability to communicate information effectively both verbally and in writing;
  • Ability to plan, organize and coordinate work assignment;
  • Ability to analyze, interpret and apply scientific and/ or engineering data;
  • Ability to establish and maintain effective professional working relations with others;
  • Ability to travel and conduct site visits of wastewater facilities; and
  • Ability to maintain a valid drivers' license

 

Minimum Qualifications:

  • A 4-year degree from an accredited college or university with a major in engineering
  • Three years of related professional experience.
  • A valid driver's license.
