The Work You Will Do:
Enterprise Data Base Consultant / Application Services
The Enterprise Database Consultant provides technical leadership and coordination for the Department’s enterprise database platforms, including planning, implementation, and ongoing support for mission-critical environments. This role manages DB2, Oracle, and SQL Server databases (both Azure and on-prem), oversees logical and physical administration, performance tuning, backups, and recovery. Responsibilities include collaborating with application development teams, resolving complex technical issues, ensuring compliance with best practices, and supporting long-range planning for infrastructure improvements. Additionally, the position requires mentoring staff, coordinating emergency support, and maintaining high availability for statewide enterprise applications.

Your Specific Responsibilities:
Provide technical leadership and coordination for the Department’s enterprise database platforms. Provide project planning and coordination, implementation planning, and technical assistance to other staff. Coordinate infrastructure support of the Department’s enterprise and mission critical databases. Collaborate with enterprise application development teams and coordinate the enterprise database tasks associated with the analysis, implementation and maintenance of large-scale statewide application development and maintenance projects. This involves coordination with appropriate personnel from other Application Services and Office of Information Technology (OIT) sections with issues pertaining to the resolution of technical application database problems (such as database access and application performance). Responsibilities include: plan projects and implementations, track work items including service requests, incidents, problems, changes; collaborate with primary data center staff, other Application Services staff, and end users; estimate time requirements; coordinate and manage tasks needed to meet objectives; report status; resolve issues; resolve production problems; mentor other professional Application Services staff.
Perform technical work establishing and maintaining mainframe and server based enterprise application database environments that support the Florida Department of Transportation’s (FDOT’s) Enterprise Business applications. Enterprise database environments include but are not limited to: DB2, Oracle, and SQL Server; both Azure and On-Prem.
Perform logical and physical database administration activities and transform logical data structures into physical database objects within the Department’s enterprise application database environment. Responsibilities include: analyze and evaluate requests for major changes to database infrastructure; design and document solutions using the most appropriate tools; coordinate, test, and implement solutions; provide assistance and mentoring to other staff in the resolution of complex assignments.
Analyze environment for potential improvements and technical direction. Responsibilities include: review existing database environment for performance improvement or cost-saving opportunities; perform long-range planning and impact analysis for technology and infrastructure upgrades; stay abreast of industry standards and best practices; define requirements for database or other infrastructure upgrades; recommend improvement opportunities to management.
Participate in long-range planning related to application database performance and ongoing tuning for the Department’s highly integrated database environment. Responsibilities include: conduct planning related to measuring and improving application database efficiencies; facilitate and document Structured Query Language (SQL) reviews for both internal and outsourced projects.
Facilitate backups, recovery, and performance tuning of the database enterprise environments at the system level (DB2 for z/OS, Oracle, and SQL Server; both Azure and On-Prem).
Ensure around-the-clock support as needed for the Department’s enterprise applications and environments. This includes but is not limited to: support decentralized processes and computing requirements (such as data replication and other district needs); coordinate with service center providers, applications staff, and user offices as needed to support resolution and resubmission of mission critical batch jobs.

Other Job-Related Requirements:
This position may be entrusted with access to confidential or sensitive data, with specific authorization from the Manager of Application Services. This position is authorized to perform duties related to the production environment which requires a high level of trusted security. This position has on-call responsibilities for returning to work to handle emergency situations or other needed activities.
Minimum Qualifications:
Seven years of experience in computer systems analysis and/or computer programming, three years of which must have been in database administration and design; Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of computer systems analysis and/or computer programming experience.
