POSITION DESCRIPTION: Leads large program and project efforts for on-premises and cloud implementations as well as other needed services; coordinates project team members; estimates time requirements; schedules and assigns tasks; reports status; evaluates and documents the impact analysis and risk factors associated with a project, resolves project issues. Responsible for creation of procurement documents to include Request for Information, Request for Quote, Invitation to Negotiate, Invitation to Bid, and other supporting procurement documentation.
Oversees and manages technology programs, projects, and teams. Coordination and facilitation with program teams, program and project managers, Section Managers, business units, and external partners on key initiatives. Directs the activities of program and project staff to include prioritizing, planning, and assigning tasks. Monitors program and project activities to ensure timely and accurate completion of tasks. Coordinates activities, monitors progress, and evaluates outcomes for assigned efforts. Monitor risks and issues within program and project efforts.
Conducts analytical and organizational research for the demands, planning, development, improvement, and implementation of key programs and initiatives. This includes the analysis and reporting of program data, project data, application data, cost data, resource data, key performance measures, etc.
Ensures all required program and project related documentation is created, monitored, maintained, and stored appropriately, to meet all state and Department requirements. Documentation to include DMS requirements for 60GG, Procurement Documents, Operational Work Plans, Legislative Budget Requests, Return on Investment, Cost Benefit Analysis, Forecast Spend Plans, and Risks, Actions, Issues, and Decisions (RAID).
Communicate, coordinate, and work effectively with other Application Services staff, business representatives, and management to ensure that information is properly disseminated, to facilitate the most efficient use of resources, successful program implementation, and/or task completion.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Information Technology (IT) procedures, concepts, and techniques. Knowledge of project management and the value of completing projects on time and within budget. Knowledge of facilitating successful work sessions and meetings. Knowledge of PMBOK and best practices of project management. Knowledge of F.A.C. 60GG, rules 1 through 5. Knowledge of Legislative Budget Request documentation requirements and processes. Knowledge of Procurement Methods and required documentation. Knowledge of Microsoft Office Suite. Skill in problem solving and issue resolution. Skills in verbal and written communication, interpersonal, conflict resolution, and customer service. Skill at stakeholder management and communication. Skill with the coordination and management of budgets. Ability to work effectively in a fast-paced, high volume, deadline-driven environment. Ability to balance multiple demands and work both independently and as part of a team. Ability to integrate research and best practices into problem avoidance and continuous improvement. Ability to display professionalism in dealing with all levels of management and staff. Ability to lead, manage, motivate, and work with diverse groups of people. REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Project Management Professional (PMP) certification is required; Florida Certified Contract Manager (FCCM) certification is highly desired.
OTHER JOB RELATED REQUIREMENTS: This position may be entrusted with access to confidential or sensitive data, with specific authorization from the Manager of the Application Services Support Office. This position is authorized to perform duties related to the production environment which requires a high level of trusted security.
MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university and five years of experience in business, data, or systems analysis and/or project management; or A bachelor's degree from an accredited college or university with a major in one of the computer sciences or in management information systems and three years of experience as described above; Experience as described above can substitute on a year-for-year basis for the required college education.
