The Work You Will Do:
Enterprise Program Manager / Office of Information Technology / Strategic Program Services
The Enterprise Program Manager leads the end-to-end delivery of enterprise IT initiatives encompassing infrastructure, application development, modernization, cybersecurity, compliance, data analytics, and strategic planning. Responsibilities include coordinating projects within the program to manage interdependencies and ensure alignment with organizational objectives; developing detailed work plans and schedules; securing and allocating resources; and overseeing program budgets, forecasting, and financial tracking. The role also involves preparing and presenting status reports, managing risks and issues, creating procurement documentation in compliance with Florida Department of Transportation policies, and ensuring all required program and project documentation is maintained. Additionally, the position directs program and project teams, facilitates collaboration across business units and external partners, monitors performance, and conducts analytical research to support planning and implementation of key initiatives.

Your Specific Responsibilities:
Lead end-to-end delivery of enterprise IT initiatives including, but not limited to infrastructure, application development, modernization, cybersecurity and compliance, data and analytics, and strategic planning. Coordinate projects within the program to manage interdependencies and maintain alignment with strategic objectives. Develop detailed work plans by defining project tasks and deliverables, estimating time and resource requirements, and building detailed project schedules including milestones, resources, dependencies, and critical paths. Secure and assign resources required for successful execution. Lead the development, management, and oversight of program budgets, including forecasting, cost estimation, and financial tracking. Prepare and deliver status reports, providing clear, data‑driven updates on progress, risks, issues, and financials to stakeholders. Oversee identification, documentation, and management of risks and issues for assigned initiatives. Create procurement documentation including, but not limited to Requests for Information, Requests for Quotes, Invitations to Negotiate, Invitations to Bid, and other supporting documentation, ensuring alignment with program requirements, compliance standards, and Florida Department of Transportation’s (FDOT’s) policies.
Oversee enterprise IT programs, projects, and teams. Coordinate and facilitate collaboration among program teams, project managers, Section Managers, business units, and external partners to drive execution of key initiatives. Direct the activities of program and project staff, providing guidance on planning, task assignment, and resource allocation. Monitor program and project performance to ensure timely and accurate completion of deliverables while maintaining alignment with schedules and budgets. Monitor risks and issues within program and project efforts.
Conducts analytical and organizational research for the demands, planning, development, improvement, and implementation of key programs and initiatives. This includes the analysis and reporting of program data, project data, application data, cost data, resource data, key performance measures, etc.
Ensures all required program and project related documentation is created, monitored, maintained, and stored appropriately, to meet all state and Department requirements. Documentation to include DMS requirements for 60GG, Procurement Documents, Operational Work Plans, Legislative Budget Requests, Return on Investment, Cost Benefit Analysis, Forecast Spend Plans, and Risks, Actions, Issues, and Decisions (RAID).
Communicate, coordinate, and work effectively with other OIT staff, business representatives, and management to ensure that information is properly disseminated, to facilitate the most efficient use of resources, successful program implementation, and/or task completion.

- This position may be entrusted with access to confidential or sensitive data, with specific authorization from the Manager of Application Services. This position is authorized to perform duties related to the production environment which requires a high level of trusted security.
Minimum Qualifications:
Nine (9) years of experience in business, data, or systems analysis and/or project management; computer sciences or in management information systems. Post-secondary education can substitute on a year-for-year basis for the required experience.
