Position Overview and Responsibilities:

This is a highly advanced professional administrative and supervisory position responsible for directing portions of the statewide Petroleum Restoration Program (PRP) with an annual budget exceeding $120 million.  Spends majority of time supervising. Monitors work performance of direct reports, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Reviews timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled.

 

  • Serves as administrator for the PRP Non-Agency Term Contract Team procuring and overseeing management of staff augmentation contracts managing thousands of petroleum cleanup projects in the state of Florida. This position is responsible for providing administrative, technical and fiscal guidance to a diverse professional and non-professional staff (including 11 internal FTE staff, 12 Local Program (LP) counties with over 150 staff, and 2 private teams with 20 to 50 staff engaged in the management of petroleum contaminated site remediation).

 

  • Administers, oversees and manages an administrative services contract and a contract with the Department of Health.

   

  • This position requires excellent managerial skills in coordinating various contracted entities to implement petroleum cleanup programs.  Organize and distribute available budget to ensure that local program contracted entities are adequately funded, negotiate and manage large contracts for site management work with both the private sector and local program augmented staff. This position requires a complete understanding of the State’s rules and regulations regarding petroleum cleanup, and a thorough technical knowledge of petroleum cleanup policies and procedures. 

 

  • Provides leadership, coordination, and management of state employees and augmented staff, and coordination with the three other PRP Sections to promote consistency and efficiency across the state. Provides fiscal and data management of petroleum programs and liaison with industry. Respond to stakeholder questions and concerns associated with petroleum cleanup projects.

 

  • Coordinates development, implementation and streamlining of administrative and processing procedures.  Works with other department staff and other state agencies in improving program delivery and maintaining compliance with department and state requirements.

 

  • Coordinates contract development participates in contract solicitations, and establishes contract terms, conditions and fees in cooperation with contracts office.  Ensures compliance with state law, policies and procedures and contract terms.

 

  • Responds to requests for information from the general public, private business, and the legislature.

 

  • Perform other duties as required.

 

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of Statutes and rules as they pertain to management of site cleanup work and principles of contamination site assessment and rehabilitation.
  • Knowledge of the principles of budgeting and contracting.
  • Knowledge of solicitation and contract management.
  • Skill in negotiation, implementation, execution and administration of contracts
  • Skill in group negotiations and problem solving.
  • Skill as a change agent for continuous improvement and cost savings strategies.
  • Skill in analyzing and interpreting data, problem solving and conflict resolution.
  • Skill in preparing technical reports, interpreting and applying rules/policies/procedures in a fair and responsible manner.
  • Skill in the use of a personal computer and operating software to include, but not limited to Microsoft Office Suite, STCM and OCULUS.
  • Skill in establishing and maintaining effective working relations.
  • Skill in collecting data and using metrics in evaluating and developing best practices.
  • Ability to communicate effectively orally and in writing.
  • Ability to work independently.
  • Ability to plan/organize/coordinate/complete work assignments in a timely manner.
  • Ability to successfully interact with applicants/public/internal personnel in a tactful and courteous manner.
  • Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
  • Ability to develop, manage, and train administrative, technical, and professional staff.

 

 

Minimum Qualifications: 

  • Valid Driver’s License

 

 

Position of Special Trust Requirement:

The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
