The Work You Will Do:

This Environmental Administrator is responsible for maintaining effective internal communications with superiors and subordinates in keeping the agency’s mission, standards, values, and expectations for fairness, cooperation, respect. This position is responsible for staff supervision of the Program Technical Services Program in Tallahassee, Florida.  This is a supervisory professional position responsible for developing and implementing regulations and policies, supervising staff, and assuring effective management to implement the Program Technical Services Program.

The Division of Water Resource Management (DWRM) is responsible for implementing state laws providing for the protection of the quality of Florida’s drinking water, ground water, rivers, lakes, estuaries, and wetlands, and reclamation of mined lands. This position plays a critical role in helping to ensure Florida’s groundwater and surface water resources, as well as public health, are protected by providing critical oversight over the implementation of the statewide Program Technical Services Program.

Pay:

$75,000 to $83,000/annually (Commensurate with experience) 

 

Your Specific Responsibilities:

  • Maintains effective internal communication with Division leadership, program staff, and other Divisions within the Department, keeping abreast of the Agency’s standards and expectations for communication effectiveness.
  • Responsible for providing technical assistance to Department programs involved implementation of the ERP program under Part IV of Chapter 373, F.S., the development, implementation and ongoing evaluation of the Statewide Stormwater Rules (Chapter 62-347, F.A.C., the state dam safety program, ports development and permitting, coastal programs and hydrographic engineering reviews.
  • Supervises the coordination of assistance to other Division programs and Department’s Regulatory District Offices and the Water Management Districts.
  • Supervises the analysis and interpretation of engineering data, modeling and inspections provided to the other Department Programs. Ensures that projects conform with sound engineering design criteria and comply with all applicable regulations and laws. Provides technical assistance, engineering support, and consultation to Department staff and applicants regarding statute, rules, and policy interpretation and proposed legislation related to engineering standards and criteria. Assists with coordinate of coastal engineering and ports program reviews.
  • Supervises and/or directs the preparation of materials for presentations of training opportunities for Department and Water Management District staff in the various program areas of stormwater, dam safety and hydrographic engineering, ports development programs, along with rule development and implementation.
  • Provides assistance to and coordination with the Program Management Manager for program budgetary requirements, legislative programs and liaison needs.
  • Provides management duties as a hiring manager for filling program positions, including conducting interviews. Conducts performance planning, personnel evaluations and performance goals and objectives development, as well as other personnel and fiscal duties.
  • The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Directive 971 and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of management of programs for Stormwater, Dam Safety and Hydrographic Engineering.
  • Knowledge of hydrologic, hydraulic and stormwater engineering principles.
  • Knowledge of stormwater treatment and control program principles, laws, regulations and stormwater best management practices design, construction and implementation and effectiveness.
  • Knowledge of program principles, laws, regulations, multiple complex technical programs.
  • Knowledge and skill in the use of computers and software programs used for word processing, database management, statistical and spreadsheet applications.
  • Knowledge of MS4 rules and the ability to learn the policies and procedures of this program.
  • Ability to evaluate, analyze and interpret scientific or technical data.
  • Ability to prepare and/or review technical reports.
  • Ability to work independently.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to direct and/or participate in intensive fieldwork, involving long hours and physically taxing conditions.
  • Ability to supervise highly skilled professional technical individuals.
  • Ability to develop and provide technical presentations, and skilled in public speaking.

 

Required Qualifications:

  • Bachelor’s degree from an accredited college or university and three years of verifiable related experience; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of 7 years.
  • Required to travel

Preferred Qualifications

  • Preferred: Registered Professional Engineer Licensure in the State of Florida.
  • Preferred: Ability to obtain their Professional Engineer License within one to three years from the date of hire.
  • Preferred: Knowledge of state and local government environmental regulations.
