The Work You Will Do:
The Environmental Administrator (37010002) is a supervisory position in the Division of Environmental Assessment and Restoration’s Water Quality Restoration Program (WQRP), Watershed Planning and Coordination Section in Tallahassee. Three people are under the leadership of this position. This position is the lead for all South Florida related basin management action plan (BMAP) activities and nonpoint source technical activities associated with WQRP. This includes general oversight and management of implementation activities and efforts associated with adopted and developing BMAPs (including the Indian River Lagoon BMAPs) and other efforts associated with water quality restoration in south Florida. This position is also responsible for the management, oversight, and coordination of the program's review of agricultural Best Management Practice (BMP) manuals. The incumbent has the responsibility of handling various assignments, and representing the Program, as necessary, in both internal and external meetings. The incumbent deals with a variety of tasks and must use independent judgement and problem-solving skills to successfully accomplish the job.

Your Specific Responsibilities:
This position is the lead for all South Florida related BMAP activities and nonpoint source technical activities associated with the Water Quality Restoration Program (WQRP). This includes general oversight and management of implementation activities and efforts associated with adopted and developing BMAPs (including the Indian River Lagoon BMAPs) and other efforts associated with water quality restoration in south Florida.
This position is also responsible for the management, oversight, and coordination of the program's review of agricultural Best Management Practice (BMP) manuals and BMP verification and enforcement activities. The position also manages, coordinates, and is responsible for activities associated with non-agriculture nonpoint source BMPs, including the Sediment and Erosion Control certification program. This position will have general oversight and management responsibilities for program metrics and summary reporting efforts.
The position is responsible for maintaining effective internal communications with management and direct reports in keeping with the agency's standards and expectations for effective communications. Identifies, develops and mentors staff to foster leaders. Conducts performance evaluations and prepares performance plans as directed by the Division. Identifies poor performers and initiates improvement plans. Identifies top performers and provides opportunities for increased visibility and training. The position is responsible for maintaining effective internal communications with management and direct reports in keeping with the agency’s standards and expectations for communication effectiveness.
This position supervises professional and technical staff involved in the development and implementation of the state’s watershed restoration program. To supervise this work, the position requires an understanding of the scientific principles of hydrology, water quality modeling, aquatic ecology, and watershed management. As a manager, the position coordinates the activities of professional staff, including assigning projects, establishing work priorities, ensuring timely completion of work assignments, completing administrative paperwork, and managing people to promote good morale and high productivity. Is responsible for time and attendance of subordinates.
This program relies upon a partnership with and close coordination with managers and technical staff of not only the other division programs, the division office, and the department, but also the WMDs; local, state, regional and federal agencies; the public; and the regulated community. This position requires travel and extensive public contact and is involved with contract development and management. It also directs staff activities to ensure compliance with Department policies and procedures relative to rulemaking, study design, data collection, quality assurance, budgeting, purchasing, and reporting.
Participates and works effectively as a member of inter- and intra-program teams, as approved by the Program Administrator. Teams will be created as needed to facilitate completion of tasks related to program efforts including the development and implementation of rulemaking activities. This position initiates and implements projects to improve the effectiveness of the operation of the section or to resolve process or work-problem projects.

Required or Preferred Qualifications:
Bachelor’s degree in engineering, engineering sciences, chemistry, environmental science, natural sciences, biological sciences, physical sciences or environmental policy from an accredited university or college and 4 years of relevant verifiable experience; or any combination of post-secondary education or verifiable relevant experience, as described above, for a total of 8 years. Additionally, must have at least 2 years of experience as a supervisor, coordinator, project manager, program manager, team lead, team trainer, or have completed relevant managerial/leadership training.
Other Job Related Requirements for this position:
- Florida Certified Contract Manager (FCCM) designation or ability to obtain within one year of completing the on-the-job requirements for eligibility to take the FCCM training
- Travel, at times for long distance. Valid Driver’s License.
