Position Overview:
- This is an Environmental Administrator position working within Water Compliance Enforcement Program (WCEP) in the Division of Water Resource Management.
- This position manages and supervises six domestic wastewater, industrial wastewater and National Pollutant Discharge Elimination System (NPDES) stormwater technical staff that are responsible for compliance and enforcement activities related to domestic and industrial wastewater and NPDES stormwater regulatory programs.
- The position promotes statewide consistency related to the development of policy, guidance and training materials among the six district offices and delegated local programs for domestic wastewater, industrial wastewater and NPDES stormwater regulatory programs.
- The Environmental Administrator is responsible for the federal data management reporting activities associated with domestic wastewater, industrial wastewater and NPDES stormwater programs. In addition, this position coordinates with EPA, general counsel, regulated interests and the public on all compliance and enforcement activities.
Responsibilities:
- Plans and provides guidance for the coordination of statewide domestic wastewater, industrial wastewater and NPDES stormwater compliance and enforcement activities related to training programs.
- Oversees the development of policy recommendations for Program Administrator in the areas of domestic wastewater, industrial wastewater and NPDES stormwater compliance, enforcement, and related training and data needs.
- Responsible for coordination with district personnel to promote consistent implementation of compliance initiatives.
- Works with other Division permitting programs to draft rule language and provide training to Department staff, delegated local programs and the general public.
- Makes recommendations to Program Administrator on special projects involving compliance and enforcement, field staff training, database training, and other related information needs.
- Works with staff to ensure completion of all EPA NPDES workplan requirements and commitments.
- Ensures staff track or maintain spill tracking, sanitary sewer overflows, 308/309 letters, healthy beach reports, toxic release inventory, fifth years, level of service, and annual QA/QC report and plan updates.
- Coordinates staff's verification and completion activities for the State Review Framework (SRF) on site review, SRF annual data verification, Quarterly Non-Compliance Report, Quarterly Coordinator's Report, and Performance Partnership Agreement updates and reports.
- Coordinates Peer Review Process for consistency by interpreting applicable penalty policy guidelines, permit requirements, rules, and statutes and provides an independent recommendation on the appropriateness of the action for the domestic and industrial wastewater, NPDES stormwater, environmental resource, state 404, underground injection control programs, and potable water systems.
- Assists as needed with emergency response activities located at the State's Emergency Operations Center and ensure appropriate staff monitor and update WATERTracker during periods of severe weather (i.e., hurricanes, emergency situations, etc.).
- The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Directive 971 and, in the capacity, maybe required, on short notice, to perform duties and travel in support of emergency efforts. All leave approval is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required.
Required Knowledge, Skills, and Abilities:
- Knowledge of terminology, principals and analytical techniques of the physical and natural sciences.
- Knowledge of water quality chemistry, water quality sampling and analysis procedures.
- Knowledge of sample collection techniques and use of field analytical equipment.
- Knowledge and ability to collect, evaluate, analyze and interpret scientific and technical data.
- Knowledge of basic enforcement procedures.
- Ability to prepare technical reports.
- Ability to manage data in various databases.
- Ability to understand and apply applicable rules, regulation, policies and procedures relating to the environmental resource, domestic and industrial wastewater and NPDES stormwater programs.
- Ability to work effectively with other state, federal and local employees in a courteous and professional manner.
- Ability to work independently.
- Ability to plan, organize and coordinate work assignments.
- Ability to communicate effectively both verbally and in writing.
- Ability to effectively use database systems such as MS Word, Access, Excel and other software applications such as MS PowerPoint.
- Ability to establish and maintain effective working relationship with others.
- Ability to travel overnight.
Minimum Qualifications:
- At least seven years of verifiable related experience in environmental protection, regulation, health, engineering, physical or natural sciences. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
- Valid Driver’s License
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Preferred Qualifications:
- A bachelor's degree from an accredited college or university and three years of professional experience in environmental protection, regulation or health; or in one of the physical or natural sciences; or engineering.
- Knowledge of water compliance and enforcement procedures and NPDES requirements.
- Skill in managing teams through projects or long-term goals.
Pay:
$70,300 – $74,461 annually (commensurate with experience).
