The Work You Will Do:
The Environmental Administrator position leads the Solid Waste Program and Permitting Section for the Permitting and Compliance Assistance Program of the Division of Waste Management located in Tallahassee, Florida. This position is responsible for the implementation of the state’s Solid Waste program and works with the Department’s District Offices, Federal officials, and the regulated community. The ideal candidate will possess discipline specific knowledge, leadership and technical skills to promote the sustainability, implementation and efficiency of state and federal laws, rules, and regulations related to solid waste management. This position leads and supervises eleven team members.

The Environmental Administrator leads the implementation of the state’s Solid Waste program to safeguard Florida’s natural resources. This includes solid waste rule development, technical support and guidance on rule implementation, and providing assistance to the regulated community and Department staff on solid waste matters to ensure statewide consistency. The Environmental Administrator works with officials from EPA and other state and local agencies on solid waste matters, and coordinates with other programs within the Department to eliminate duplication, clarify rules and address solid waste issues as they arise. The Environmental Administrator will plan and prioritize activities and projects in line with DEP’s objectives and find integral solutions on solid waste management challenges.

Your Specific Responsibilities:
- Spends majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.
- This Environmental Administrator serves as a cost center administrator and is responsible for supervision and direction to staff responsible for the implementation of the state's Solid Waste program, which includes, but is not limited to, the following specific programs and activities: Permitting for Class I Landfills, Coal Ash and WTE Ash Disposal Facilities; Solid Waste Technical Assistance and Program Guidance; Rule Development; Supports Reviews of Proposed Legislation; Financial Assurance; Beneficial Use of Solid Wastes; Compost Facilities; Waste Tires; Grease Waste Removal and Disposal; and Biomedical Waste. Supervision of staff will include effectively communicating, motivating, training and evaluating work performance, as well as time and attendance of subordinates.
- Responsibilities include management and development of the Solid Waste program, which includes oversight of all solid waste permitting for Class I landfills, other solid waste facilities co-located at the Class I landfills, coal ash and WTE ash disposal facilities, and other solid waste facilities, as determined by the program. Also included is rule development of solid waste rules, technical and engineering support, and guidance on implementation of the rules and beneficial use of wastes, and assistance to the regulated community and Department staff on solid waste matters.
- Provides technical and engineering support to the Department's District Offices. Acts as Department liaison with the regulated community when specific district permitting and/or enforcement cases are questioned. Strives to ensure statewide consistency in the implementation of the solid waste program through regularly scheduled teleconferences. Assists with coordination of certain statewide solid waste efforts such as determination of Level of Service for compliance inspections and Key Performance Indicators.
- Works with Federal officials to ensure that Florida's solid waste program continues to be approved by EPA. Participates, as appropriate, in solid waste meetings with EPA and other national organizations to stay abreast of proposed regulatory changes on the Federal level and prepare and submit comments to EPA as appropriate.
- Works with other programs within the Department to eliminate duplication, clarify rules and address solid waste issues as they arise. Assists the District offices in developing and negotiating Memorandums of Agreement or Specific Operating Agreements designed to delegate portions of the Solid Waste program to qualified local governments. Works with these delegated local governments afterwards to include them in the program.
- Processes requests for Variances and Alternate Procedures that pertain to the Solid Waste program. This involves working with the applicant, the affected District Office(s), and affected third parties, to ensure that the proper solutions are found for each petition.
- Responsible for the preparation and review of legislation and, if needed, assisting in presentation to legislative committees on issues of program concern. Responds to requests for specific solid waste related legislative actions, such as special reports or surveys.
- This position also interacts with the regulated community and such specific groups as the Association of Counties, the Solid Waste Association of North America (SWANA), the Small County Coalition and the Association of State and Territorial Solid Waste Management Officials (ASTSWMO) to give speeches when asked and technical assistance as needed.
- The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Rule 60L-34.0071(3)(e)1a, F.A.C. and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required.
- This position may be placed on-call to remain available to perform essential duties.
- Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
- Knowledge of Florida’s solid waste management program rules and statutes.
- Knowledge of permitting, compliance and enforcement activities associated with solid waste facilities
- Ability to supervise technical and administrative staff
- Ability to communicate effectively verbally and in writing.
- Ability to work with public, government officials and co-workers.
Preferred Qualifications:
- Detailed knowledge and experience in engineering and landfill design is preferred.
