The Work You Will Do:

The Environmental Administrator in the Division of Waste Management in Tallahassee will be responsible for overseeing Advanced Cleanup and Performance Based Cleanup in the Petroleum Restoration Program (PRP). The Responsibilities of this position includes but are not limited to reviewing and approving technical cleanup activities, negotiating scopes and agreements, providing support and management to 9 direct report employees, overseeing contracts, developing guidance, coordinating cleanup activities with property owners and contractors. The position coordinates and assists in development of practices and guidance for the Program to consistently apply Chapter 62-780, Florida Administrative Code (F.A.C.). The duties of the position are essential for the program and serves as the key liaison with industry, the Department of Transportation, and other stakeholders to ensure proper program implementation and consistency with rules and policies.

Your Specific Responsibilities:

  • This is a highly professional administrative and supervisory position responsible for directing portions of the statewide Petroleum Restoration Program (PRP) with an annual budget exceeding $120 million. The Environmental Administrator (EA) serves as a cost center administrator, is responsible for directing a diverse team of non-professional and professional staff members, and support contractors engaged in assessment and remediation of petroleum contaminated sites, as well as staff augmented through contracts to oversee petroleum assessment and cleanup activities. The primary functions are section management including allocation of roles within the section, coordination and management of special projects, fiscal and data management, contract and grant management, and coordination with the other Petroleum Cleanup Sections.  The position requires excellent managerial and supervisory skills in overseeing, coordinating, organizing, and motivating staff. Will evaluate direct work performance and is responsible for time and attendance of direct report subordinates. The Environmental Administrator must be able to negotiate and manage large contracts for technical work, understand the State’s rules and regulations regarding petroleum cleanup and contracting, and have a thorough technical knowledge of petroleum cleanup techniques and procedures.
  • Serves as a member of the PRP Management Team which works as a unit to identify, evaluate and make recommendations to upper management for program improvements. This requires the ability to develop excellent working relationships and an ability to thrive in a Team Environment.  PRP is a dynamic, ever changing work environment that requires supervisors develop and implement training for staff and provide tools and structure to support staff to achieve program goals.
  • Administers, oversees, and manages the Advanced Cleanup (AC) Program and Performance Based Cleanup Contracting for the Petroleum Restoration Program. Reviews work scopes for technical consistency and contractual adherence. Has a detailed understanding of the cleanup processes both technical and contractual in the Petroleum Restoration Program.  Coordinates project development, contract development, and negotiation of contract terms. Supports the PRP with regards to the Environmental Protection Agency’s Leaking Underground Storage Tanks Grant management and Reporting requirements.
  • Coordinates development, streamlining, training, and implementation of administrative, technical, and processing procedures to assure consistency with overall resource and petroleum contamination site restoration objectives at the direction of the Program Administrator. Works with other department staff and other state agencies in improving program delivery and maintaining compliance with department and state requirements.  Makes recommendations on changes to policy direction and helps coordinate legislative needs and reports.
  • Responds to requests for information from the general public, private businesses and corporations, and legislators.
  • Performs other duties as required.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of applicable statutes, rules, regulations, policies and procedures, specifically state procurement statutes and rules including Chapter 287, F.S. and Rule 60A-1, F.A.C.
  • Knowledge of contracting system procedures and requirements.
  • Knowledge of the Advanced Cleanup Program.
  • Knowledge of the Innovative Technology Initiative.
  • Knowledge of the Performance Based Cleanup program.
  • Knowledge, skills and ability to develop, manage, and train administrative, technical, and professional staff, including identifying individual strengths and weaknesses and assigning duties accordingly to enhance the productivity of the Team and the individual.
  • Skilled in working with staff at all organizational levels including utilization of group negotiations and problem solving.
  • Skill/proficiency in the use of personal computers and operating software.
  • Skilled in communicating effectively, both orally and in writing and in creating and making presentations.
  • Skilled in providing customer service to both internal and external customers by interacting with people in a tactful and courteous manner.
  • Skilled as a change agent for continuous improvement and cost savings strategies.
  • Ability to use Microsoft Office software and MyFloridaMarketPlace. 
  • Ability to prepare budget documents, prepare implementation and project plans, and manage and successfully conclude complex and difficult tasks in a timely manner.
  • Ability to negotiate contracts.

 

Preferred Qualifications:

  • Experience using STCM and OCULUS preferred.
