The Work You Will Do:

The Environmental Administrator (position number 37011157) is in the Division of Environmental Assessment and Restoration’s Water Quality Evaluation & TMDL Section in Tallahassee and is responsible for overseeing a staff or professionals tasked with developing water quality restoration targets, known as total maximum daily loads (TMDLs) for impaired waters that are adopted by rule into Chapter 62-304, Florida Administrative Code; developing and implementing a schedule for the development of TMDLs; providing technical review and input on alternative restoration plans; leading public meetings and effective coordination with stakeholders to present technical information and obtain their support.  Responsibilities of this position also include supervising ten professional staff; providing direction on section priorities; establishing section administrative procedures; providing technical and policy recommendations on rulemaking activities, and rule implementation; and, ensuring that section expenditures are consistent with the available budget. The role of this position is important to the agency’s mission to protect, restore, and maintain the health of Florida’s waters.

The work location of this position is the Bob Martinez Center located at 2600 Blair Stone Road in Tallahassee (Leon County), Florida. Your Specific Responsibilities:

Supervising a staff of professionals involved in highly technical work developing water quality restoration targets for impaired waterbodies; develops, assigns, and monitors work schedules and tasks to assure that production of key deliverables are done on time; assisting and mentoring staff involved in the analysis of environmental data and the preparation of total maximum daily load reports (TMDLs); develops and implements a schedule for the development of TMDLs; provides technical review and input on alternative restoration plans to program staff. Technical tasks conducted by section personnel include assembling available data that describes the health of aquatic ecosystems, conducting field surveys, analyzing and interpreting data, preparing project reports, evaluating the use and selection of the appropriate water quality models; ensuring that public comments on the development of TMDLs is provided to stakeholders and the EPA. Conducts public meetings and provides effective coordination with watershed stakeholders to obtain their support.

The position requires an understanding of the scientific principles of hydrology, water quality modeling, statistical analysis, data management, aquatic ecology, wastewater, and watershed management. The position manages the activities of professional staff, including assigning projects, establishing work priorities, ensuring timely completion of work assignments, completing administrative paperwork, and managing people to promote good morale and high productivity. The position also prepares section budget requests and oversees section expenditures. Conducts performance evaluations and prepares performance plans as directed by the Program Administrator. 

Coordinates with agencies external to the department conducting studies of water body health including the Water Management Districts, USGS, Fish and Wildlife Conservation Commission, local governments, EPA, and State universities. Develops appropriate rules for implementing applicable requirements of Florida Statutes and the Federal Clean Water Act. Attends meetings and represents the department at public hearings as part of the administrative rule-making process. May act as expert witness in administrative hearings involving section activities. Travel required as necessary.

 

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of the terminology, principles, and techniques of hydrology, water quality modeling, aquatic ecology, wastewater, and watershed management;
  • Knowledge of management principles and techniques;
  • Knowledge of planning and scheduling principles and techniques;
  • Knowledge of databases and geographic information systems;
  • Knowledge of budget processes and procedures;
  • Knowledge of water quality data collection and analysis principals and procedures;
  • Proficient in using MS Office products, including Microsoft Excel;
  • Ability to effectively supervise and motivate people;
  • Ability to communicate effectively both verbally and in writing;
  • Ability to plan and produce deliverables on time;
  • Abllity to establish and maintain effective working relationships with others;
  • Ability to understand and interpret applicable rules, regulations, policies and procedures relating to environmental programs;

  • Ability to prepare technical reports;
  • Ability to collect, evaluate, analyze, and interpret scientific or technical data;

  • Ability to manager or Supervisor multiple technical staff;
  • Ability to travel.

 

Required or Preferred Qualifications:

 

  • Do you possess a bachelor’s degree in engineering, engineering sciences, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, public health, or computer science from an accredited university or college and 4 years of relevant experience; OR Masters in listed areas and 2 years of relevant experience; OR PhD in listed areas; OR 8 years of relevant experience. Additionally, must have at least two years of experience as a supervisor, coordinator, project manager, program manager, team lead, team trainer, or have completed relevant managerial/leadership training.

Preferred:

  • Experience with, and/or knowledge of the challenges unique to working with large datasets.
  • Knowledge of bioassessment data collection and interpreting results.
  • Proficient in functional use of geospatial applications including ESRI GIS, QGIS, Web Mapping Applications.
  • Knowledge and experience in project management principles and techniques.
  • Skill in using statistical programming languages including R, Python, or SAS to conduct data analysis and advanced statistical analyses.
  • Skill in using Python to create ArcGIS or QGIS geospatial processing tools.
  • Skill and experience of developing and using watershed and water quality models to characterize impaired waters and establish restoration targets (example: PLSM, HSPF, LSPC, WASP, ArcNLET, etc.)
