Position Overview and Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standard of conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures and/or general orders applicable to performing the duties of this position. As supervisory, incumbent is also expected to actively support and work toward fulfilling the Agency’s Affirmative Action objectives.
This Environmental Administrator position within the DEP Laboratory’s Biology Program directs the work units and professional and technical staff that analyze environmental samples for microbiology, chlorophyll, sediment percent organics, whole effluent toxicity and algal growth potential. The position is responsible for directly supervising workgroup managers, analytical production, methodological protocols, and providing technical expertise. This position ensures testing is performed in accordance with standard operating procedures (SOPs), the Laboratory’s Quality Manual, The NELAC Institute (TNI) Laboratory Accreditation Standards, Florida Administrative Code Rule 64E-1, and EPA’s Clean Water Act. This work provides the department and other resource agencies with the highest quality laboratory services available.
Directly supervise two environmental managers and the human resource-related activities of those positions. Serve as liaison to the program administrator for all human resource-related issues within the assigned work units. Make recommendations for hiring and sufficient staffing levels for efficient and effective laboratory operations.
Oversee the Bench and Toxicity work unit activities. Develop work plans and ensure that analytical efforts are managed in a responsible and efficient manner, and that production demands and deadlines are satisfied. Ensure that program funds, equipment and supplies are efficiently and effectively utilized.
Manage microbiological overflow activities and vendor relations. Certify final reports for the Biology Program, ensuring that all quality assurance (QA) requirements are met and the reported data is accurate and scientifically sound.
Assist in the specification of QA objectives, including review of the Laboratory’s Quality Manual and development of Standard Operating Procedures (SOPs). Ensure that all quality objectives are met and properly documented in a timely fashion. Investigate and resolves problems identified by sub-standard performance on quality control measurements. Assist with responsibilities related to laboratory certification.
Stay abreast of developing analytical technology, method updates, and TNI standards. Direct the evaluation and incorporation of new equipment and methodologies. Make purchasing recommendations for equipment and expenses. Documents progress, decisions, and outcomes. Oversee the purchase, design, and implementation of software tools to manage the section’s data stream. Assist in interfacing laboratory methods and instrumentation to the Laboratory Information Management System (LIMS).
Provide technical expertise and customer support pertaining to bench biology and toxicity analyses and other aspects of the Laboratory’s work. Write and review reports. Provide consulting services to agency programs as needed. Prepare technical evaluations. Make and provide presentations to internal staff, the public and other agencies. Provide expert testimony as needed.
Participate in after-hours laboratory freezer/refrigerator alarm monitoring on a rotating basis.
Perform other duties as directed.
Required Knowledge, Skills, and Abilities:
- Knowledge of the principles and practices of supervision and management.
- Knowledge of the terminology, principles, procedures, techniques, and equipment used in bench biology and toxicology laboratory testing and analysis.
- Skill in the use of scientific laboratory equipment and methodology.
- Ability to determine work priorities, assign work, document activities, and ensure proper completion of work assignments.
- Ability to use QC measures to evaluate accuracy, precision and efficiency of biological methods and ensure high quality data.
- Ability to use laboratory information systems (LIMS) for sample processing and reporting.
- Ability to evaluate and implement new analytical methods and procedures.
- Ability to effectively present complex scientific information and respond to questions from management, clients, auditors, and internal customers.
- Ability to understand and apply applicable rules, regulations, policies and procedures relating to biological science and environmental testing.
- Ability to communicate effectively, both verbally and in writing.
- Ability to establish and maintain effective working relationships with others.
- Ability to think critically and utilize problem-solving techniques.
- Ability to manage, supervise, and motivate people to meet assigned objectives.

Minimum Qualifications:
- At least eight years of verifiable related experience in a science laboratory, of which at least two years are as a supervisor, coordinator, project manager, program manager, team lead, team trainer, or a completed related managerial/leadership training. Post-secondary degrees from an accredited college or university with a major in biology, microbiology, environmental science, chemistry, or related science may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
- Valid Driver’s License.
- Occasional overnight travel.
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Preferred Qualifications:
- Post-secondary degree from an accredited college or university with a major in biology, microbiology, environmental science, chemistry, or related science.
- Knowledge of 40 CFR 136.
- Experience working in a NELAP-accredited laboratory.
- Experience in responding to audits.
- Experience using a Laboratory Information Management System (LIMS).
- Skill and experience interpreting quantitative data.
- Skill and experience in reviewing data and documents for technical merit and environmental acceptability.
- At least 5 years of relevant analytical experience.
