The Work You Will Do:

The Environmental Administrator-SES in the Division of Water Resource Management in Tallahassee and will be responsible for overseeing the Operator Certification Program in accordance with Chapter 403, Florida Statutes and the Federal Safe Drinking Water Act (SDWA). The duties of this position are directly related to DEP’s primary role of licensing all Drinking Water and Wastewater Treatment Plant Operators as well as all Water Distribution System Operators in the State of Florida.  The threat to public health and the environment from the operation of water and wastewater treatment plants and water distribution systems mandates that only qualified personnel operate these facilities. 

Responsibilities of this position include but not limited to directing necessary rule development and overseeing contracts, program evaluation, budget development, data management and reporting. The duties of the position are essential for the program and serves as the key liaison with EPA to ensure proper program implementation and consistency with federal rules and policies.

Your Specific Responsibilities:

In carrying out the duties of this position, the Incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any all departmental and/or work unit rules, directives, policies, procedures, and /or general orders applicable to performing the duties of this position. If the position is supervisory, incumbent is expected to actively support and work toward fulfilling the Agency’s Affirmative Action objectives.

This is professional specialized supervisor work in the Certification and Restoration Section over Water and Wastewater Operator Certification. Motivates, trains, communicates, and evaluates work performance, and is responsible for time and attendance of subordinates. The employee in this position is responsible for implementing the Operator Certification Program as regulated by Chapter403, Florida Statutes.

Supervises activities within the Certification & Restoration Section. These duties include the distribution of workload for the program staff to ensure deadlines are met, work assignments are in accordance with program standards, and activities are coordinated with related programs. Also represents the department in meetings with other state agencies and federal agencies. Attends and participates in public workshops, meetings, professional conferences and other functions which involve the water/wastewater treatment plant operator training and certification programs.

Supervises employees that review applications submitted to the Department for the Water and Wastewater Operator Certification examinations and licenses. These reviews are considered an agency action that must be conducted in accordance with Chapter 120, F.S. Establishes procedures for these reviews including technical criteria and fee processing. Serves as the Department technical expert in Administrative Hearings related to operator examinations and certification.

Supervises the administration of operator certification examinations. Develops operator examinations for each operator class and level, maintains and edits examination questions and is responsible for implementing security procedures established for the examination data bank and examination administration. Coordinates examination scheduling, procurement of examination sites and proctors, and manages related contracts. Manages contracts for the grading and statistical analysis of examinations. Coordinates activities of the Examination Review Committee for pre and post examination analysis. Reviews and approves required training courses and educational requirements to ensure consistency with the applicable rules of the Department of Environmental Protection and the Department of Education. Provides feedback to instructors on their students’ performance on exams. Responsible for implementation of the continuing education program and manages related contracts.

Supervises staff developing and distributing the program newsletter. Prepares newsletter for publication, in a standard format, and proofreads articles for spelling, content and accuracy. Assists in the development and maintenance of the DEP Operator Certification Rule and program policies.

Assists in projects requiring section expertise, as assigned by supervisor.

 

 

Required Knowledge, Skills, and Abilities:

Ability to maintain a valid driver’s license.

Ability to conduct overnight travel.

Successfully complete a background and fingerprint check.

 

Preferred Qualifications:

  • Bachelor’s degree from an accredited university or college; or
  • Any combination of post-secondary education or verifiable related experience, as described in this posting, for a total of four years.
  • Knowledge and experience in implementing professional licensure requirements.
  • Experience interpreting and applying environmental rules, regulations, policies and procedures.
  • Knowledge of Operator Certification Program rules.
  • Florida Certified Contract Manager.
  • Experience in contract management.
  • Ability to speak publicly and/or conduct training for groups ranging between 15 to 400 people.
  • Management or supervisory experience.
  • Experience in emergency management, emergency response or incident command protocols.
  • Ability to communicate effectively verbally and in writing
  • Ability to delegate tasks and evaluate performance.
  • Ability to solve conflicts, problems, handle complex issues and make decisions.
  • Knowledge of the Safe Drinking Water Act
