Position Overview and Responsibilities:
This is a professional environmental administrator and supervisor position that directs all activities associated with Geographic Information Systems (GIS) in the Watershed Services Program (WSP) in the Division of Environmental Assessment and Restoration (DEAR) and serves as the DEAR GIS Coordinator with DEP. This position manages staff, projects, and products for geospatial data collection, development, analysis, and depiction for DEAR, including for Basin Management Action Plans (BMAPs), the Statewide Annual Report (STAR), Total Maximum Daily Loads (TMDLs), the Impaired Waters Rule (IWR), the Watershed Information Network (WIN), algal bloom activities, and other DEAR and DEP dashboards. This position also manages staff and products for the Florida Hydrography Dataset (FHD), the Florida Stewardship of the National Hydrography Dataset (NHD) with the USGS, and Land Use Land Cover (LULC) activities for DEAR and DEP.
This position directly supervises 7 GIS analyst staff.
Required Knowledge, Skills, and Abilities:
- Knowledge of Geographic data collection and analysis principles and procedures.
- Skill/ability at collecting, analyzing and/or communicating geospatial information.
- Knowledge of management principles and techniques.
- Knowledge of and experience in proficiently using Esri’s ArcGIS suite of products, including ArcGIS Pro and ArcGIS Online Applications.
- Knowledge of and ability to proficiently use Microsoft Excel and Word.
- Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.
- Ability to effectively manage environmental projects and products, including for the FHD and for LULC data.
- Ability to manage a section and supervise staff.
- Ability to determine work priorities, assign work and ensure proper and timely completion of work assignments.
- Ability to communicate effectively verbally and in writing.
- Ability to establish and maintain effective working relationships with others.
- Ability to deal with the public in a tactful and courteous manner.
- Ability to understand and apply applicable rules, regulations, policies, and procedures relating to environmental programs.
- Ability to solve problems and make decisions.
- Ability to assess budgetary needs.
- Ability to manage contracts, grants, and projects.
- Ability to formulate policies and procedures.
- Ability to prepare technical reports.
- Ability to collect, analyze and interpret scientific or technical data.

Minimum Qualifications:
At least ten years of verifiable related experience in engineering, engineering sciences, chemistry, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, or public health. Post-secondary degrees from an accredited college or university with a major in engineering, engineering sciences, chemistry, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, or public health may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees. Additionally, must have at least 2 years of experience as a supervisor, coordinator, project manager, program manager, team lead, team trainer, or have completed relevant managerial/leadership training.
Other requirements:
Valid Driver’s license. Occasional overnight travel.
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Preferred Qualifications:
- Proficiency using Python for GIS applications.
- Familiarity and experience with various raster imagery types (e.g., sid, tiff), an understanding of imagery resolution, and experience using ArcPro to manage raster images, including symbolizing imagery.

Up to $5431.50/month, commensurate with experience.
