The Work You Will Do:
The Environmental Administrator is responsible for overseeing the Planning and Policy section of the Resilient Florida Program. The incumbent will work to ensure consistency and streamlining across programs and the Agency, as planning and policy is established.
The Difference You Will Make:
The Resilient Florida Program was established during the 2021 Legislative Session with the passage of SB1954/HB7019 and the creation of section 380.093, Florida Statutes. This legislation will ensure that communities have the resources they need for resilience planning and project implementation, as well as creating a framework for a cohesive, coordinated statewide approach to addressing the impacts of sea level rise, the effects of intensified storms and localized flooding.
The program will administer the Resilient Florida Grant Program, complete a comprehensive statewide flood vulnerability and sea level rise data set and assessment, develop annual Resilience Plans consisting of prioritized projects for funding consideration, support Regional Resilience Entities and collaborate with the Florida Flood Hub of Applied Research and Innovation. The program will include sections devoted to planning, grant and budget management, technical support, and data management.

Your Specific Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures and/or general orders applicable to performing the duties of this position. Incumbent is also expected to actively support and work toward fulfilling the Agency's Affirmative Action objectives.
The Environmental Administrator will oversee the Planning and Policy section of the Resilient Florida Program consistent with SB1954, for assessment and management of the Program. The incumbent will work to ensure consistency and streamlining across programs and the Agency, as planning and policy is established for the Resilient Florida Program. This position reporting to the Program Management Director, will direct and coordinate planning activities with internal and external stakeholders, including communicating with DEP leadership, program staff and other functional departments
Serve as a mentor and developer of staff. Ensures subordinates are evaluated on work performance, and responsible for attendance and leave of subordinates. Establishes clear performance metrics by identifying key objectives and performance measures to drive both organization and department success.
Incumbent will also:
Assist with developing and implementing the Resilient Florida Program, including directing the acquisition of the statewide vulnerability data set, statewide vulnerability assessment and Resilience Plan consistent with SB1954.
Oversee interagency coordination for state and federal consistency review regarding planning and policy initiatives. Provide policy guidance, legislative support, rule development for the resilience programs, communications, and budget management requirements.
Coordinate with other agencies and DEP regulatory district offices as needed for program and project implementation and grant consistency for the Florida Resilient Program.
Coordinate actions with agency leadership, universities and local government branches including the Florida Governor’s office, Federal and State Legislators, and other federal/state agencies as required. Represent the department in public forums, including speaking engagements when required. Provide training as needed on key environmental topics. Serve as project manager for various technically complex projects and represents the department on technical advisory committees and panels.
Develop and coordinate technical assistance programs for local governments
Plan outreach to local governments
Provide presentations inside and outside DEP on planning related topics
Coordinate with DEO (Department of Economic Opportunity) to ensure planning project standards are in line
Point of contact with FAPA (Florida Chapter American Planning Association) and regional planning councils.
Incumbent will perform other duties as assigned.
Required Knowledge, Skills, and Abilities:
- Knowledge of urban and regional planning concepts;
- Knowledge of coastal resiliency planning practices;
- Knowledge of post-disaster planning practices;
- Demonstrated skill in growth management;
- Demonstrated skill in applying Chapters 163 and 380, F.S.; and SB 1954
- Knowledge of the development process and permitting programs;
- Ability to communicate clearly and effectively both verbally and in writing;
- Ability to establish effective working relationships and negotiate effectively; and supervise others
- Knowledge of Microsoft Office and ArcGIS;
- Ability to apply planning methodologies, such as population projections;
- Ability to apply critical thinking for planning problems;
- Ability to independently exercise sound judgment performing duties;
- Ability to handle multiple tasks and manage time efficiently;
- Ability to provide technical assistance to Department staff, local governments, and other external stakeholders;
- Ability to travel and represent the Department on committees and provide effective presentations;
- Ability to maintain a valid driver license.
Minimum Qualifications:
- A Bachelor’s degree from an accredited college or university and five (5) years of related professional experience.
- Previous supervisory experience required.
- Ability to maintain a valid driver’s license and perform travel.
Preferred Qualifications:
- Advanced Degree preferred
