Organization:  Springs & Watershed Restoration Program, within the Division of Water Restoration Assistance

 

This position will supervise Springs & Watershed Restoration Program Environmental Specialists and coordinate the activities of the program’s employees to facilitate the development, execution and management of grant agreements for springs restoration and other water quality related projects. This individual will provide technical supervision over the grant managers to assist with grant-related questions and provide guidance on best practices. They will also act as grant manager for selected projects, conduct quality control review of grant agreements, track grant program budgets, and coordinate activities with the Program Administrator.

Your Specific Responsibilities:

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply.

This position supervises Springs and Watershed Restoration Program project managers and facilitates the development and execution of grant agreements. This individual will provide technical supervision over the grant managers, act as grant manager for selected projects, conduct quality control review of grant agreements, and coordinate activities with the Program Administrator. Monitors work performance of direct reports, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Reviews timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled.

 

Spends majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.

 

Supervise staff and provide guidance and direction to ensure the proper review of scopes of work, agreements, reimbursement requests, supporting documentation, and other documents and information to complete program projects in accordance with programmatic requirements and grant agreements. Supervise the preparation of financial assistance agreements, amendments, and related documents.

 

Work with the Program Administrator to develop rules and operating procedures to promote programmatic effectiveness. Assist with information requests, intergovernmental reviews, special projects, correspondence, and coordination between the department and outside agencies and stakeholders.

 

Implement accountability and standard operating procedures related to program activities. Track programmatic activities and develop reports on metrics and project activities and outcomes. Formulate process improvements and procedures to improve personnel effectiveness and completion of work assignments.

 

Coordinate with the Program Administrator concerning appropriate financial management procedures. Assist with the tracking and reporting of financial information for grant funds. Respond to financial and program information requests from the public and outside agencies.

 

Develop constructive and cooperative working relationships with local, state, and federal agencies, local governmental entities, consulting engineers and other consultants, and other outside parties and stakeholders regarding program project requirements.

Minimum Qualifications:

  • A Valid driver’s license
  • Bachelor’s degree from an accredited college or university; or any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.
  • Obtain and maintain valid and active Florida Contract Manager Certification within 1 year of hire.

Preferred Qualifications:

  • Bachelor’s degree in environmental, engineering, natural sciences, or business/finance management.           
  • Highly skilled in project and grant management to include reviewing project invoice submissions, approving deliverables and tracking project timelines.
  • Already has a valid Florida Certified Contract Manager (FCCM).
  • Knowledge of environmental issues and laws, especially as they relate to water and ecosystem issues in Florida.
  • Ability to conduct business or process analysis.
  • Experience with management of funding.
  • Experience with environmental data management
  • Superior organization and time management skills.
