MINIMUM REQUIREMENTS:

A high school diploma or its equivalent and four (4) years of experience as an Environmental Specialist I or higher with the State of Florida; or

A bachelor's degree (4 years) from an accredited college or university with a major in one of the physical or natural sciences, agriculture, or engineering and five (5) years of professional experience in environmental protection, regulation or health; one of the physical or natural sciences, agriculture, or engineering; or

A master's degree (6 years) from an accredited college or university in one of the physical or natural sciences, agriculture, or engineering and four (4) years of professional experience as described above; or

A doctorate (8 years) from an accredited college or university in one of the physical or natural sciences, agriculture or engineering and two (2) years of professional experience as described above.

Requires possession of a valid Class E driver license.

ADDITIONAL REQUIREMENTS:

The incumbent of this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, FAC.

Frequent travel required.

Must be willing and able to be deployed from assigned headquarters for extended periods in support of incident response or other operational needs.

JOB DUTIES:

 

This position manages the Administrative Section in the Bureau of Inspection and Incident Response and supervises the manager of the Inspection Coordination Section, ensuring effective management of case file intake, customer service functions, personnel actions, travel, purchase requests, and related activities. The incumbent spends majority of their time communicating with, motivating, providing, or coordinating training, and directing the work of subordinates.  In addition, the incumbent must complete timely performance appraisals, develop accurate work plans, and timely approve attendance and leave for each subordinate. Incumbent has the authority to make recommendations for special pay increases, reclassifications, hiring, and disciplinary actions, when appropriate.

Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.  Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

Operation Cleansweep Program Manager – oversees all program activities, participates in public meetings with members of the regulated community and governing bodies throughout Florida, and provides information and education about the program when requested. Serve as a liaison and consultant to the Bureau Chief and division leadership on administrative matters, special projects, and issues requiring research or analysis.

Participate in the development, implementation, and evaluation of the bureau’s organizational goals, strategies, and performance metrics as part of the division’s strategic planning process. Coordinate program activities with other bureaus, divisions, and external agencies as necessary to advance departmental objectives.

Manage the bureau’s training program for new and existing employees and serve as the bureau’s subject matter expert on inspection processes and procedures. Responsible for ensuring all training materials, instructional content, and field‑based evaluations accurately reflect state and federal regulations, as well as division policies and procedures. The position must maintain an expert‑level understanding of bureau‑specific inspection methods, statutory and rule-based compliance criteria, and standardized field practices to effectively train, guide, and assess inspectors. Conduct in‑field ride‑along evaluations as needed to verify that inspectors can competently apply inspection protocols following completion of training. Establish training schedules based on regional needs assessments and coordinate additional training with internal partners and state and federal agencies. Coordinate all animal food regulatory program standards (AFRPS) inspector training to include tracking basic and advanced feed training, feed audits, and contact hours of additional annual training. Maintain accurate training records, including Continuing Educational Units (CEUs) for inspectors.

Assist Bureau Chief with developing, reviewing, and updating bureau policies and procedures (SOP’s). Manage a tracking system to document staff acknowledgement of current SOPs, ensuring that all employees maintain accurate knowledge of procedures and adhere to division and departmental requirements.

Serve as Safety Officer for the bureau. Assist regions with Fit Test Coordination as needed.  Assist with coordination and participation in bureau and division meetings and safety training as required.

Maintain knowledge of state and federal regulations.  Regularly review current versions of Chapters 388, 482, 487, 576, 578 and 580, F.S., and rules 5E-1, 5E-2, 5E-3, 5E-4, 5E-9, 5E-13 and 5E-14, F.A.C.

Participate in special projects and incident response activities, and perform other related duties as necessary and directed.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of bureau-specific inspection methods, procedures, regulatory requirements, and field practices, gained through extensive hands-on experience conducting inspections within the bureau.
  • Ability to communicate effectively, both verbally and in writing, and correspond in a tactful and courteous manner.
  • Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
  • Skill with preparing, editing and proofing written materials. 
  • Ability to plan, organize, and manage multiple program responsibilities.
  • Intermediate to advanced skill level with Microsoft Office Suite programs including Word, PowerPoint, Excel, SharePoint, Outlook, Teams, or other virtual meeting software.
  • Ability to formulate policies and procedures.
