MINIMUM REQUIREMENTS:

 

A bachelor's degree from an accredited college or university with a major in chemistry or biology and five (5) years of professional experience as a chemist or biologist; or

 

A master's degree from an accredited college or university in chemistry or biology and four (4) years of professional experience as described above; or

 

A doctorate from an accredited college or university in chemistry or biology and two (2) years of professional experience as described above;

JOB DUTIES:

 

 

The incumbent spends majority of their time communicating with, motivating, providing, or coordinating training, and directing the work of subordinates.  In addition, the incumbent must complete timely performance appraisals, develop accurate work plans, and timely approve attendance and leave for each subordinate. Incumbent has the authority to make recommendations for special pay increases, reclassifications, hiring, and disciplinary actions, when appropriate.

 

Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.  Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

 

Supervises the division’s rules and forms coordinator/records management liaison. Ensure that the administration of the division’s rulemaking, forms and records management processes are compliant with applicable rules, statutory requirements, department policies and procedures, and that they are completed in a timely manner.  Consult with the department’s forms/records coordinator, Office of General Counsel, and the Department of State to identify and resolve possible areas of concern and to ensure that the line of communication remains open and that the division’s processes are current and compliant.

  

Supervises the division’s safety officer. Ensures that the division meets all applicable safety requirements and regulations. This includes, but not limited to, office safety, lab safety, and hazardous waste handling and disposal. Report any safety issues or concerns to the assistant director and director immediately upon discovery.

 

Responsible for researching any topics assigned by the division director or assistant director, scientific and otherwise, and reporting back to the division director and assistant director by the assigned deadline. The research may include issues related to food safety or policy and procedure. Coordinate any applicable research with the appropriate bureau(s), divisions/offices or outside entities. Present research reports in a legible and succinct manner. Responsible for monitoring and tracking legislation.  Review, analyze, research legislative issues, and prepare draft analysis of the projected effect of any proposed legislation or action.  Monitor legislative calendars and notify management of scheduled committee and legislative meetings.  Prepare final report of legislative action affecting division’s procedures, rules, and forms.  Maintain statute/rule folders on shared network to ensure division staff has immediate access to current law.

 

Responsible for improving operating practices and procedures by promoting collaborations, team-building, and effectively interacting and coordinating with bureau chiefs/administrators/supervisors of other sections. Suggests improvements to existing procedures and participates in development of new policies, procedures, or methods.

 

Performs special assignments, research, collects data, prepares reports, makes recommendations to management. Performs other related duties and tasks as required by the director. 

                      

KNOWLEDGE, SKILLS, AND ABILITIES:

      

  • Knowledge of department policy and procedure.
  • Knowledge of Chapter 120, Florida Statutes, and the administrative rulemaking process.
  • Skill in using Microsoft Power Point, Word, Excel, Smartsheet, SharePoint, and Outlook.
  • Knowledge of chemical or biological research techniques.
  • Knowledge of the Florida Administrative Code.
  • Knowledge of office and laboratory safety procedures (including hazardous waste management).
  • Ability to communicate effectively verbally and in writing.
  • Ability to maintain effective working relationships with others.
  • Ability to compile, organize and analyze data and make recommendations.
  • Ability to conduct scientific research and construct concise scientific reports.
  • Ability to present scientific data in a manner that can be understood by non-scientific professionals.
  • Ability to supervise individuals.
  • Ability to work unsupervised.
  • Ability to comprehend the Florida Administrative Code and Florida Statutes.
  • Recommended applicant should be highly organized and very detailed in work performance.
