The Work You Will Do:
The Environmental Consultant (37010827) is in the Division of Environmental Assessment and Restoration’s Watershed Services Program (WSP), Watershed Information Network (WIN) Section in Tallahassee and will be responsible for directing the maintenance and enhancement tasks related to the Watershed Information Network (WIN) Database. The position will provide project coordination and technical support for WIN related activities and other DEAR data management priorities.

Your Specific Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
This is an advanced environmental technical and professional position in the Watershed Services Program (WSP) in the Division of Environmental Assessment and Restoration (DEAR). The position is responsible for providing technical and scientific expertise to aid in the management and evaluation of monitoring data from the State’s water resources, and to support the data management needs of DEAR. The position requires knowledge of environmental statutes and regulations and as well as advanced data management concepts and software to facilitate managing and evaluating data.
Specific duties include:
To aid in the management and evaluation of monitoring data the incumbent will direct maintenance and enhancement tasks related to the Watershed Information Network (WIN) and Florida STORET Public Access (SPA) applications. This includes working with Office of Technology & Information Services – Application Maintenance Services (OTIS-AMS) staff and other department, division, program, and project staff to design and implement approved changes.
Coordinate with DEAR’s programs, including those for standards development, the Impaired Waters Rule, total maximum daily loads, and basin management action plans to provide data management support, as needed, relative to WIN, Florida STORET, or their successors.
Participate and work effectively as a leader, facilitator, or member of department, division, program, or section approved teams. Teams will be created as needed to facilitate completion of tasks related to DEP or DEAR priorities, to improve the effectiveness of the operation of WSP, DEAR, or DEP, or to resolve process or work problems.
Act as a Data Provider Coordinator for the Department of Environmental Protection (DEP or department) as needed in assigned areas of the state (e.g., DEP Districts) to facilitate loading of data to DEAR’s environmental databases, principally the Watershed Information Network (WIN) and its successors. Coordinate with DEAR programs or sections, other department divisions or programs, the water management districts, and other data users to train and assist them to load high quality environmental data to and retrieve it from DEAR’s environmental databases. Construct, maintain, and train on new processes and procedures for data maintenance, migration, and quality assurance.
Manage WIN Administrator duties such as system approvals, security, and code table maintenance. Assist in the management of the New WIN Coordinator Training plan; as needed, act as the training lead to answer and resolve operational questions.
Lead or participate in database management or special projects to accomplish DEP, division, program, or section data management goals, as required by the supervisor, WSP Administrator, or the division office.
Assist department and external data consumers with WIN and Florida STORET (or their successors) database related inquiries. Investigate questions regarding data in WIN or Florida STORET (or their successors) and work with appropriate staff to resolve issues.
As needed, participate in cross-training, and provide support on activities and responsibilities, including but not limited to data loading to and data retrieval from WIN, Florida STORET Public Access (SPA), and the U.S. EPA Water Quality Exchange (WQX), as well as reporting on Quality Assurance (QA) activities.
Assist with or manage contracts as required by the above duties.
Prepare oral and written reports and presentations as needed.
Participate in training for this position, as required by section, program, DEAR or DEP.
Perform other duties as required.
Required Knowledge, Skills, and Abilities:
- Knowledge of environmental concepts, procedures, practices, and statutes and regulations.
- Knowledge of relational database structure and management concepts.
- Knowledge of and ability to proficiently use MS Excel and MS Access.
- Ability to elicit, document, and analyze business requirements, processes, and workflows.

Required Qualifications:
Bachelor’s degree in engineering, engineering sciences, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, public health, or computer science from an accredited university or college and 3 years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of 7 years.
Preferred Qualifications:
- Knowledge of and ability to proficiently use Oracle, SQL, and/or PLSQL.
- Knowledge of and ability to proficiently use the Watershed Information Network (WIN) Database.
- Experience and skill in communicating with others on technical/data management issues.
- Knowledge of biological, chemical, and physical data related to environmental water quality.
- Ability to provide attention to detail and complete tasks efficiently.
