The Work You Will Do:
This Environmental Consultant position performs highly technical, professional work under the direction of the Environmental Administrator for the Hazardous Waste Program and Permitting Section within the Division of Waste Management located in Tallahassee, Florida. The ideal candidate will possess excellent communication skills, discipline-specific knowledge, leadership skills, adaptive management knowledge and skills and be highly effective in both the team and an autonomous environment.

The Environmental Consultant serves as a senior team member facilitating Resource Conservation and Recovery Act (RCRA) permitting and Hazardous and Solid Waste Amendments (HSWA) corrective action at Hazardous Waste facilities across Florida under state and federal regulations. As a group, the section works to build strong knowledge, expertise and partnerships among the public and private entities engaged in contaminated site cleanup. These projects help ensure safe, clean drinking water, and prevent chemical exposures that could adversely affect human health or the environment.

Your Specific Responsibilities:
- This is advanced-level work. This position conducts professional environmental duties by, coordination with staff involved in technical aspects of the hazardous waste program activities such as site assessment, remedial action and permitting of TSD’s in all districts. Review hazardous waste permit applications to determine compliance with state and federal regulations. The reviews include technical evaluation of groundwater monitoring plans, assessment reports, corrective action plans and risk assessments necessary for drafting permit conditions to ensure compliance with all requirements.
- Evaluates groundwater monitoring plans, specifications and data, hydrogeologic investigation reports, groundwater quality assessment reports and corrective action plans with respect to technical adequacy, feasibility and state and federal requirements for hazardous waste land disposal facilities.
- Provides technical assistance to the Department, regulated industry, and the public on the regulatory interpretation of the rules.
- Participates in the OSHA safety training program for on-site visits/assessments at hazardous waste facilities.
- Performs other related duties as required or assigned by the supervisor.
Required Knowledge, Skills, and Abilities:
- Knowledge of operation and closure of RCRA regulated TSD units.
- Knowledge of corrective action assessment and remedial action.
- Knowledge of Microsoft Office (especially Word and Excel).
- Skill in verbal and written communication.
- Ability to analyze and interpret corrective action data.
- Ability to understand and apply applicable rules, regulations, policies, and procedures.
- Ability to work with public, private, and state entities professionally and effectively.
- Ability to successfully draft/evaluate complex and/or controversial projects or similar compliance concerns for primary program area.
- Ability to provide guidance to district staff within primary program area on complex permits or compliance concerns.
- Ability to maintain a valid driver’s license.
Required Qualifications:
- Bachelor’s degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.
Other Job Related Requirements for this position:
- Valid Driver License.
- Travel is a requirement.

This position is designated as a Position of Special Trust in accordance with DEP-422 (Positions of Special Trust or Responsibility).
