Position Overview and Responsibilities:

Incumbent filling this position will be required to manage all aspects related to environmental health in state facilities. 

 

Effectively supervises performance of direct reports to ensure division and agency performance goals are met or exceeded and complies with the Department’s employment policies and procedures and the State’s statutes and rules.

  • Supervision – assigns balanced workloads; ensures quality of work and that deadlines are met; monitors productivity, attendance, and professionalism in the workplace.
  • Directing Leadership – sets challenging goals; delegates and coordinates effectively; promotes innovation in achieving goals; sets examples for subordinates.

Coordinate, approve and communicate appropriately all correspondence, reviews, reports, surveys, trainings, compliance issues related to licensing, policy, impact analysis, remediation strategies, and other necessary information and activities related to:

  • Asbestos and Lead Materials.
  • Fuel Storage Tank Management Systems.
  • Hazardous Waste Management, Transportation, & Disposal.
  • Indoor Air Quality Investigations & IAQ Prevention Program.
  • Chemical & Hazardous Materials Management, Toxicology, & Risk Minimization.
  • Consulting, Coordination, Program.
  • Research, Data Analysis, Regulatory Review, Agency Position/Policy Papers.
  • Records Management, P.O. Requisitions, Payments, Correspondence.
  • Procuring labor and materials using DMS issued Purchasing Card and for following DMS and state guidelines for the procurement of services and materials.
  • Storm Water and Reuse (grey) Water Management including annual permitting and maintenance.
  • Annual Boiler and EPA Stack Emissions Compliance Testing.

 

Asbestos and Lead Materials:

  • Review existing asbestos surveys, management plans, and drawings for potential impact on maintenance and repair projects both current and future and advise project managers, architects, and engineers including other DMS Divisions.
  • Review plans, photographs, owner records, and visit potential facility purchases to go into the state facility inventory for asbestos containing materials, lead paint, radon, soil and groundwater contamination; consult, advise, and develop cost estimates for abatement and/or mitigation for the Bureau of Planning.
  • Perform field investigations, collect confirmation samples as needed, verify existing site conditions, obtain abatement and mitigation data for specifications, drawings, and contract documents including other DMS Divisions.
  • Develop cost analysis information for asbestos and lead surveys, abatements, and mitigation for budgeting of major and minor renovations, and facility systems upgrades including other DMS Divisions.
  • Perform on-site inspections to confirm survey results, abatement and mitigation compliance with technical specifications, and tenant occupant’s safety measures are being met.
  • Establishment of regulatory compliance 6-month material inspections for changing conditions and total reassessment all remaining ACM.
  • Attendance at “Right to Know” meetings with buildings tenants and occupants as primary speaker concerning asbestos and lead projects in their facility.

 

Underground & Above ground Fuel Storage Tank Management Systems:

  • Review facility emergency fuel supply needs (generators and boilers), location requirements, consumption needs under maximum requirements, establish fuel content requirements, and whether new double wall replacement tanks must go above or below ground. Establish day-tank requirements (based on consumption conditions) and/or replacement needs.
  • Review Florida DEP, local city and county requirements for upgrade compliance with new tank installations and modifications to existing tanks, piping systems as they apply, and coordinate and establish facility systems needs and design with consultants and engineers.
  • Make sure visits and inspections to determine compliance with consultant’s technical specifications, regulatory compliance, construction safety, special condition requirements (e.g. soil or groundwater contamination, previously unidentified sub-surface conditions), determine remedial action method to be applied if necessary and disposal method best suited for any contamination and final project completion punch list.
  • Advise and consult other DMS divisions, including other state agencies regarding the DMS’s approach and design to fuel systems up-grades and compliance.

 

Hazardous Waste Management, Transportation, & Disposal:

  • Operation of hazardous waste management program with on-going modifications as warranted by state and federal regulatory authority. Audit and verification of hazardous waste contractors for packing, transportation, treatment methods, and final waste facility deposit destination.
  • Characterization of unknown waste streams to include sampling, chain of custody, laboratory analysis, categorization of waste (EPA/Florida DEP I.D.), summarization for manifesting for TSD facilities by contractor and waste hauler.
  • Application and permitting by EPA/DEP as small and large quantity generators of hazardous waste at applicable DMS facilities and establishment of permanent facility I.D. codes.
  • Establishment of known waste streams at each DMS facility, including maximum holding times for waste generated by category.

 

Indoor Air Quality Investigations & IAQ Prevention Program:

  • Provide passive/reactive indoor air quality investigations to insure a healthy working environment that may include tenant/occupant complaint interviews (current &previous), review of building records, plans, maintenance logs, and operating procedures. Conduct a walkthrough inspection of the facility observing HVAC operating systems, controls, condition of air delivery system, pollutant sources, pollutant pathways, chemicals in the facility, pest control and housekeeping operations.
  • Evaluate all information and data obtained including electronic data logging air samples for primary measurements of potential changes to existing engineering and administrative controls. Initiate target sampling as warranted that may include the collection of bulk material and air sampling for potential chemical and microbiological contaminants with analysis from accredited laboratories where necessary. Interpret and evaluate all objective sampling and analysis data against permissible exposure levels and threshold limit values. Evaluation of any potential health effects project summation. Develop conclusions and recommendations for implementation based on all available information, sampling, and analysis and institute necessary corrective actions.
  • Development, implementation, and on-going modifications of long term pro-active indoor air quality management program that includes baseline electronic data logging and air sampling every six months at all DMS facilities for primary IAQ pollutant indicator measurements. Comparison spreadsheet analysis of data for potential changes of indoor air quality within a facility.

 

Chemical & Hazardous Materials Management, Toxicology, & Risk Minimization:

  • Review and evaluation of all material safety data sheets (MSDS) for potential toxic concentrations of chemicals, pesticides, herbicides, and hazardous substances, dilution and application guidelines, and for compliance with Florida’s Right to Know” and Federal Hazard Communication Standard.
  • Development of Waste Minimization Program and on-going modifications of toxic chemicals and hazardous materials to reduce accidents, health implications, and cost risk that produce some form of regulatory controlled toxic waste that must be manifested and properly disposed of according to Florida DEP and EPA.

 

Consulting, Coordination, Program Development:

  • Provide environmental expertise to all DMS divisions and consulting services to other state agencies. Act as the using agency liaison and coordinator with state, local and federal government agencies in executing assigned projects in the capacity as consultant.
  • Review for approval and/or comment concerning plans, specifications, designs, programs, construction activity to the other DMS divisions and bureaus. Provide assistance in negotiating professional contracts through the Bureau of Building Construction as owner’s representative.
  • Utilize technical expertise for long term environmental, health and safety program development, that includes complete costs analysis, means of execution, staffing requirements, program effectiveness.

 

Research, Data Analysis, Regulatory Review, Agency Position/Policy Papers:

  • Research statutes, Florida Administrative Code, federal laws and agency guidelines, independent standardization boards, professional associations, technical papers, and new technology information for compiling pertinent available data to prepare DMS position and policy documents.
  • Extract essential information, develop means/methods of comparison evaluation, compile numbers/values to like entities or assign independent values, analyze comparison information, and interpret results to a usable data format. Summarize and prepare support materials for management that include/may include toxicology of chemicals, potential health effects, NIOSH/OSHA permissible exposure levels, and threshold limit values for chemical and microbiological indices.

 

Knowledge, Skills, and Abilities:

  • Knowledge of asbestos and lead materials.
  • Knowledge of indoor air quality.
  • Knowledge of hazardous waste management.

Minimum Qualifications:

  • Minimum of five years’ experience with asbestos, indoor air quality and/or hazardous waste management.
  • Valid and applicable Driver’s License.
  • ADA Certification.
  • Hazardous Materials Certification.
  • Ability to drive and/or fly for long distances.
  • Prolonged periods of time walking, standing, bending.
  • Prolonged periods of sedentary work which involves repetitive motion.

 

Preferred Qualifications:

  • Experience conducting “Right to Know” meetings.
