The Work You Will Do:
The Office of Resilience and Coastal Protection is seeking a coastal science graduate, geologist or engineer for a full-time position in the Coastal Engineering and Geology Group (CEG), that provides technical expertise in coastal hydrodynamics, sediment processes, and geology, and the related principles and practices of coastal engineering and geotechnical analysis. The staff provides technical support for Florida’s beach erosion control program through evaluations of coastal conditions, including historical shoreline changes and storm impact assessments, through evaluations of proposed beach and inlet management activities, and through analysis of project monitoring data.

Your Specific Responsibilities:
In carrying out the duties of this position, the incumbent is always expected to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures and/or general orders applicable to performing the duties of this position.
The incumbent of this position is a member of DEP’s Disaster Response Team and in that capacity may be required, on short notice, to perform duties and necessary attendant travel in support of disaster relief efforts. Incumbent is also expected to actively support and work toward fulfilling the Agency's Affirmative Action objectives.
- The primary responsibility of this position is to directly manage and supervise the work of staff. Spends majority of their time communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.
- This is a professional position that will provide assistance and coordinates with the other program areas of the Office of Resilience and Coastal Protection (ORCP), in pursuit of the overall mission to preserve, restore, and protect the beaches and coastal systems of Florida.
- Manages a field survey crew within the Coastal Engineering and Geology Group. Responsible for coordination of field survey personnel conducting topographic and geodetic (both conventional and global positioning system) surveys pursuant the Office’s regional coastal monitoring program. Responsible for accuracy, reliability, and timely delivery of all data collection work performed with the assistance of a professional licensed surveyor retained by the department. Responsible for personnel matters of the survey crew, as well as oversight of administrative tasks involving procurement and maintenance of equipment, travel and training, and other related activities.
- Assists the Program Administrator with management of the Coastal Engineering and Geology Group. Assists with the development of guidelines for the review of coastal science information and the criteria for compliance with statutes, rules and policies related to coastal construction and environmental resources. Assists with the development and implementation of rules and procedures.
- Conducts coastal engineering reviews as the lead reviewer of assigned JCP applications, planning and engineering reports and associated scopes of work. Schedules and conduct periodic engineering review meetings as necessary with staff to discuss current projects and to coordinate completion of engineering reviews. Represents the CEG staff in meetings with JCP applicants, local government project sponsors, and consultants related to coastal engineering and geology related issues of assigned projects. Conducts and coordinates technical reviews for assigned ERP or WRP applications involving coastal processes. Coordinates with the JCP Compliance Officer and other appropriate staff on permit compliance activities.
- Conducts hydrographic data analysis and numerical modeling of coastal hydro-morpho dynamics as necessary to evaluate shoreline recession and storm erosion.
- Assists with studies of coastal geologic and littoral sediment transport processes in collaboration with the ORCP staff and contractors and prepares reports and recommendations for strategic beach and inlet management strategies, and designation of critically eroded beaches.
- Conducts on-site inspections to evaluate beach-dune conditions, beach sediment characteristics and permit compliance of beach and inlet management projects. Conducts post-storm impact assessments to evaluate the effects of major storm events on coastal construction and beach and dune resources. Assists in the preparation of post-storm reports and recovery plans.
- Develops and maintains knowledge, skills and abilities in coastal sciences, geology, and engineering; and knowledge of the statutes, rules, and policies related to coastal construction and environmental resources, pursuant to Chapters 161, 373 and 403, Florida Statutes.
- Performs other necessary management and coastal engineering duties as assigned.
- Perform other duties as assigned.
Required Knowledge, Skills, and Abilities:
Essential:
- Knowledge of the coastal engineering principles and practices, coastal littoral sediment transport and ocean inlet hydrodynamics, and coastal geology or geomorphology, and ability to apply coastal science principles related to beach and inlet management activities.
- Ability to learn fundamentals of topographic and geodetic (both conventional and global positioning system) surveying sufficient to manage a field survey crew with the assistance of a professional land surveyor retained by the department.
- Ability to learn and apply statutes, rules, and policies related to coastal construction and environmental resources, pursuant to Chapters 161, 373 and 403, Florida Statutes.
- Ability to motivate and direct employees.
- Ability to communicate effectively both verbally and in writing in a tactful and courteous manner.
- Ability to travel to conduct field investigations and collect data.
- Ability to work independently and to plan, organize and coordinate work assignments.
- Computer skills in Microsoft Office package including MS-Word, MS-Excel, MS-PowerPoint etc.
- Ability to get along and work well with fellow employees and the public.
Preferred:
- Basic understanding of hydrodynamic models. Any prior work experience with numerical modeling of coastal processes will be considered as a plus point.
- Familiarity with hydro-morphological data analysis using MATLAB or Python.
Minimum Qualifications:
- A Master’s degree from an accredited college or university in coastal or ocean engineering or a related coastal science; or any combination of post-secondary education or verifiable related experience, as described above, for a total of six years.
- Maintain a valid driver license.
- Ability to travel.
