The Work You Will Do:
The Environmental Manager (#37010189) is in the Division of Environmental Assessment and Restoration’s Biology Program’s Toxicology Laboratory in Tallahassee and will be responsible for managing the Toxicity workgroup, reviewing data, and providing technical consulting services. This work provides the department and other resource agencies with the highest quality laboratory services available.

The work location of this position is in Tallahassee (Leon County), Florida. The city hosts the Capital of Florida and seat of state government. Your Specific Responsibilities:
Spends majority of their time communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Manages the Toxicity workgroup of the Biology Program. Supervises workgroup staff responsible for whole effluent toxicity (WET) and algal growth potential testing, scheduling tests, and the review, interpretation and reporting of data produced by the DEP Laboratory. Makes recommendations to maintain sufficient staffing levels for efficient and effective laboratory operations. Responsible for the time and attendance of subordinates.
Supports quality assurance (QA) objectives. Ensures analyses are performed efficiently and in accordance with the Laboratory’s Quality Manual, Standard Operating Procedures (SOPs), USEPA WET Manuals, TNI Laboratory Standards and Laboratory safety protocols. Evaluates the acceptability of routine analyses and performance, takes appropriate action in response to unusual or unexpected results, and documents action taken.
Ensure results from DEP laboratory and contract laboratories are authorized within deadlines. Assists with the procurement of contract laboratories for each new fiscal year and training staff on overflow data upload.
Comminicate with supervisor regularly,timely, and accurately on issues related to workload, analytical methods, personnel, training, data reporting, and other work-related activities. Coordinates with the supervisors of the Molecular, Taxonomy, and Bench Biology Workgroups on research projects, special studies, and workload issues. This position will participate in laboratory freezer/refrigerator alarm monitoring.
Assists in designing, implementing, interpreting, and reporting on focused field and laboratory studies in support of department program objectives. Analyzes and interprets biological and chemical data. Provides technical consulting services to agency programs and customers, performs technical reviews and evaluations, and participates on technical committees. Represents the Biology Program in department meetings and meetings with other agencies and stakeholders. Produces technical reports and presentations.
Stays abreast of developing analytical technology and directs the evaluation of new equipment and methodologies. Make purchasing recommendations for equipment and expenses. Ensures that program funds, equipment and supplies are efficiently and effectively utilized.
Performs other duties as directed.
Required Knowledge, Skills, and Abilities:
- Knowledge of the principles and practices of supervision and management.
- Knowledge of the terminology, principles and techniques used in WET analysis and testing.
- Knowledge of environmental toxicity testing methods.
- Ability to collect, record, and analyze scientific data relating to biological sciences.
- Ability to plan, organize, direct, and document workgroup activities.
- Ability to determine workload priorities and ensure proper completion of work assignments.
- Ability to use laboratory information management systems (LIMS) for sample processing and reporting.
- Ability to use QC measures and statistical analyses to evaluate precision and efficiency of toxicological methods and ensure high quality data.
- Ability to maintain Standard Operating Procedures (SOPs) for analytical methods and laboratory procedures, including all necessary documentation to support quality control procedures.
- Ability to instruct, train, and monitor staff in the proper performance of toxicological and laboratory procedures.
- Ability to prepare technical reports and presentations.
- Ability to effectively evaluate, report, and present complex scientific information and respond to questions from management, clients, auditors, and internal customers.
- Ability to think and work independently, and to work well in a group.
- Ability to participate in the laboratory freezer/refrigerator alarm monitoring.
Required or Preferred Qualifications:
Bachelor’s degree in environmental science, natural sciences, biological sciences, or physical sciences from an accredited university or college, and 4 years of verifiable related experience of which at least one year of experience is required to be as a supervisor, coordinator, project manager, program manager, team lead, or have completed relevant managerial/leadership training; or any combination of post-secondary education or verifiable related experience, as described above, for a total of 8 years.
Occasional overnight travel.
The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
