Position Overview and Responsibilities: 

This supervisory position in the Onsite Sewage Program (OSP) plays a crucial role at the Florida Department of Environmental Protection by managing the Chapter 381 variance and private provider inspector registration programs under Chapter 381, F.S., and the implementation of the septic tank contractor registration and complaint programs under part III of Chapter 489, F.S., by program staff and coordinating rule making.  

 

This position is located within the Onsite Sewage Program Office in Tallahassee, a vital component of the Florida Department of Environmental Protection's efforts to manage and protect the state's water resources. 

  • Primary Responsibilities: 

  • Monitors implementation of the program in general and coordinate development plans and implementation for the statewide onsite sewage permitting database. 

  • Manages the statewide septic tank contractor registration program, including review and approval of course providers and courses for registration renewal. Manages septic tank contractor complaint and enforcement case tracking. Oversees administration of Private Provider Inspector Registry. Serves as expert witnesses representing the department in legal and administrative proceedings. 

  • Administers the state level variance review and advisory committee and Chapter 381 variance process. 

  • Assists with rule promulgation processes in the onsite sewage program area. Assists in the development of legislation and drafts bills analyses.  

  • Leadership Responsibilities: 

  • Lead a team of three professional staff in the Onsite Sewage Program Office, providing guidance, mentorship, and support to foster a collaborative and productive work environment. 

  • Develop strategies to improve team performance and effectiveness in meeting program goals. 

  • Build and maintain partnerships with key stakeholders, including government agencies, industry groups, and community organizations. 

 

Your Specific Responsibilities: 

  • Monitors implementation of the program in general and coordinate development plans and implementation for the statewide onsite sewage permitting database. 

  • Manages septic tank contractor complaint and enforcement case tracking. Oversees administration of Private Provider Inspector Registry. Coordinates with the Operator Certification Program the statewide septic tank contractor registration program, septic tank contracting business authorizations and review and approval of continuing education courses and course providers. Serves as expert witness representing the department in legal and administrative proceedings. 

  • Administers the state level variance review and advisory committee and Chapter 381 variance process. 

  • Assists with rule promulgation processes in the onsite sewage program area. Assists in the development of legislation and drafts bills analyses.  

  • Coordinates onsite sewage program manual revisions within the agency and Department of Health to provide procedures and guidance to staff working in the program.  

  • Represent the division and department in meetings with other agencies, local governmental entities, trade groups and the public, and prepare and present information in those venues. Manage providing information to county health departments, licensed septic tank contractors, and the public. 

  • Provides technical assistance and interpretations of health and environmental statutes and rules. 

  • Assists in the development and implementation of statewide policies and procedures in the department’s Onsite Sewage program. 

  • Responsible for the supervision of staff including appraisals, planning and directing work, approving leave, and having authority for hiring and taking disciplinary action or recommending such actions. 

 

Required Knowledge, Skills, and Abilities:

Ability to develop and apply applicable rules, regulations, policies and procedures. 

• Ability to work under pressure. 

• Ability to communicate effectively both orally and in writing. 

• Ability to plan, organize and coordinate work assignments for others and self to meet department goals. 

• Ability to establish and maintain effective working relationships with Department staff, other agency staff and the public. 

• Ability to strategically assess program strengths and weaknesses and provide leadership in developing and implementing plans. 

• Ability to travel outside the Tallahassee area. 

• Skill in using data systems to monitor program implementation and organizing work flows. 

• Ability to maintain a valid driver’s license. 

 

Minimum Qualifications: 

  •  At least nine years of verifiable related experience in the areas of engineering, environmental health, environmental science, or a physical or biological science. Post-secondary degrees from an accredited college or university may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.  
  • Valid Driver’s License 

 

Position of Special Trust Requirement: 

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position. 

 

Applicable Job-Specific License or Certifications: 

  • Applicant must possess or be qualified to obtain within 6 months of employment an active Environmental Health Professional Certification in the area of Onsite Sewage Systems, or be a Registered Sanitarian, or the equivalent, all as required in s.381.0101, Florida Statutes. 

 

Preferred Qualifications: 

• Active certification as Certified Environmental Health Professional in the area of Onsite Sewage. 

• Field experience with installation or regulation of onsite sewage treatment and disposal systems in Florida. 

• Successful experience in using data systems to monitor program implementation and organizing work flows. 

• Successful experience in developing administrative rules or standards. 

• Successful experience in managing budgets, grants and contracts. 

• Successful experience in leading and managing diverse teams. 

 

 

Pay: 

$68,000  -   $74,000 annually (Commensurate with experience)
