The Work You Will Do:

Environmental Process Analyst / Engineering & Operations

 

This is a technical support position reporting directly to the Section Administrator. This position is responsible for developing, maintaining, managing applications and consultant staff, and providing training on technology resources supporting Environmental Management activities including the Department's Efficient Transportation Decision Making (ETDM) and Project Development and Environment (PD&E) processes. This position focuses on the day-to-day functionality, user experience and technical performance of these systems, supports others in the Office of Environmental Management (OEM) in the use of these resources.

Your Specific Responsibilities:

Provides day-to-day support for ETDM and PD&E technology related functions, to include developing, designing, implementing, documenting, maintaining, and managing the Environmental Screening Tool (EST), Statewide Environmental Tracker (SWEPT) and Strategic Intermodal System-EST. This includes managing a helpdesk and providing front-line technical support, training, maintaining project schedules and lists of project requirements, prioritizing activities, fixes, and enhancements, maintaining configuration management and Project Development Methodology (PDM) / Information System Development Methodology (ISDM) quality documentation. Coordinates with user community to identify and document process application issues or efficiencies. Assists with ETDM related coordination between the Department, Districts, other agencies, and public and assists with the development of related documents, presentations, reports, and training.

Assists with development, refinement, and management of the day-to-day operations of ETDM and SWEPT/EST program including, but not limited to reviewing products, implementation practices, assisting with meeting performance objectives, performing quality control and assurance, participating on task teams, coordinating with Districts, OEM program experts, and agency partners, supporting implementation activities, monitoring progress and reporting results.

Performs task-level consultant management activities as needed. Manages the contract and database at Florida Geographic Data Library - Geoplan Center at the University of Florida. This involves coordinating, prioritizing, reviewing products, providing feedback, maintaining standards, writing scopes, assigning tasks, evaluating performance, setting direction, attending meetings, and reviewing invoices.

Provides technology services for environmental development and engineering applications in OEM. This includes performing geographic data analysis, developing maps and reports, generating drawings, producing computer enhanced graphics, photographs, or models of products developed in this office as well as maintaining the office internet, Intranet and SharePoint sites. Develops and evaluates computer applications related to OEM functions, develops, and reviews Geographic Information System (GIS) applications, visualization standards, emerging technologies, or database management and the testing or evaluation of new software products. Assists in the development of policies, procedures, and standards required to implement these applications.

Serves as technology liaison with internal and external offices and serves as the GIS Coordinator for the office and serves as the office representative on all state or department technology task forces or initiatives. Coordinates technology activities with other functions being performed in OEM and other Department offices; serves as functional steering committee member for GIS, web standards, Enterprise Strategic Intermodal Systems (ESIS), etc. for development and maintenance. This may involve service on committees or task teams and participating in quality assurance reviews. Specific responsibilities include attending meetings, briefing management, coordinating reviews, providing comments and guidance, troubleshooting technical issues, maintaining hardware and software inventories, coordinating installations of new or upgraded hardware and software, assisting in the development of budget requests, and maintaining computer system supplies.

Provides assistance and support in identifying, developing, and delivering technology training, either in person or web based of products used in project development and environmental management activities. Supports or coordinates OEM Strategic, Quality Assurance & Quality Control, and Business Plan reporting.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

  • Knowledge of software development methodologies and management techniques.
  • Knowledge of GIS, CADD, and internet/web policies and procedures.
  • Knowledge of ETDM and PD&E Manual/National Environmental Policy Act (NEPA) processes.
  • Knowledge of effective written and oral communication. 

 

  • Skilled at creating documents using the intermediate level features of current computer programs. 
  • Skills in leadership and team building techniques. 
  • Skill in establishing and maintaining interpersonal relationships.
  • Skill in managing multiple tasks with multiple deadlines.
  • Skill in using GIS, visualization applications, procedures and standards, emerging technology and database management.

 

  • Ability to develop reports, procedures, guidance, and manuals.
  • Ability to deliver technical training.
  • Ability to lead and work within teams to resolve technical problems.
  • Ability to develop technical applications that support and enhance implementation of policy direction, program direction, program development, information tracking, and performance measurement.

  • Ability to solve hardware and software problems.

 

Other Job-Related Requirements:

  • Occasional overnight travel.
  • In-person meetings are required.

 

Minimum Qualifications:

Four (4) years of experience in computer systems analysis, computer programming, information systems, information technology, management of information systems, geographic information systems, or environmental science. Post-secondary education can only be listed as a substitute for work experience.
