The Work You Will Do:

The Office of Resilience and Coastal Protection (ORCP) is looking to fill the position of a full-time Engineering Specialist II. This position is assigned to assist in coordinating the processing of applications submitted for permits pursuant to Chapter 161, Florida Statute, (F.S.), for construction in the coastal area of the state.  The position aids and coordinates with the other sections and program areas of the Division in pursuit of the overall mission to preserve, restore and protect the beaches and coastal systems of Florida.  The position provides review and consultation to the environmental and engineering staff on applications submitted for coastal construction control line permits.  Ensures compliance with the Deputy Secretary/Regulatory Program's rules, regulations, and policies pertaining to Chapter 161, F.S.

Your Specific Responsibilities:

 

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

 

The position provides assistance to and coordinates with the other staff members, sections and program areas of the Division, the Florida Fish and Wildlife Conservation Commission and county and municipal government officials in pursuit of the overall mission to preserve, restore and protect the beaches and coastal systems of Florida.

 

The incumbent in this position will assist with the review of permit applications and other official documents pursuant to Chapter 161.053, F.S., as delegated for minor structures and activities, seaward of the coastal construction control line. This position will review plans and conduct environmental reviews of construction and other activities seaward of the coastal construction control line. Reviews and analyzes plans and specifications relating to upland development. Ensures compliance with the Department's rules, regulations and policies pertaining to Chapter 161, F.S. 

The incumbent in this position is a member of DEP’s Disaster Response Team and in that capacity, may be required, on short notice, to perform duties and necessary attendant travel in support of disaster relief efforts.

Represents the section and the agency at meetings with applicants, with local, state, and federal representatives and the public in general.

Performs other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of basic biological and ecological principles, site development, and environmental regulatory practices.
  • Skilled in writing and oral communications.
  • Apply basic analytical concepts; and using database and word processing software.
  • Ability to read construction plans and documents, topographic surveys; interpret applicable rules and design codes.
  • Ability to work well with the public and co-workers.
  • Perform assigned duties in a timely manner. 
  • Ability to conduct field inspections. 
  • Ability to travel and maintain a valid driver’s license.

 

Required Qualifications:

  • A bachelor’s degree from an accredited college or university in environmental science or one of the natural sciences and one year of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of 5 years.

 

Other Job-Related Requirements for this position: 

  • Valid driver’s license
  • At least one year of related professional experience
