Position Overview and Responsibilities:

The Florida Department of Environmental Protection is seeking a highly motivated Environmental Specialist II to serve as a Solid Waste Permit Reviewer/Writer. This professional role plays a key part in advancing the agency’s mission by supporting the development of rules and policies, ensuring financial assurance compliance, and contributing to the implementation of Florida’s solid waste management program.

 

This position is located in the Tallahassee Headquarters within the Division of Waste Management, Permitting and Compliance Assistance Program, Solid Waste Program and Permitting Section—a unit dedicated to safeguarding Florida’s environment through effective solid waste oversight and permitting.

 

  • Reviews, tracks and processes waste tire invoices and contracts for waste tire clean-up and abatement. Prepare appropriate correspondence to contractors as needed to facilitate invoice processing. Coordinates with budget, contract, and financial staff to maintain accurate records and process invoices timely. 
  • Coordinates with Districts to identify and assist with abatement of waste tire sites. Coordinates with the registration section on waste tire related registrations and other waste tire related issues.
  • Prepares appropriate correspondence to applicants, local and state officials, local and state agencies, consultants, and other in-house Department programs as required. Coordinates with appropriate District office staff on these projects as needed. Meets with applicants, consultants, engineers, and others to discuss technical design and regulatory requirements on these projects. Inputs application fees and related permitting data into appropriate Department databases.
  • Assists with reviews, evaluations, and approvals of construction, operation, closure, and renewal permit applications and prepares draft permit documents. The facilities included in these activities are active, non-delegated Class I landfills and other solid waste facilities co-located at these landfills including solid waste operations such as Class III landfills, waste processing facilities, waste tire facilities, and construction and demolition debris disposal facilities. It also includes solid waste permitting at WTE facilities and associated WTE disposal and co-located facilities. Ensures the permitting time clocks for these reviews are achieved.
  • Reviews technical reports and analytical data to determine compliance with Department regulations and standards. Provides assistance to District follow-up compliance and enforcement efforts at solid waste facilities by providing technical assistance about permit conditions and reporting requirements to appropriate district staff to help them prepare case documentation and other types of correspondence to persons responsible for compliance with Florida Statutes and Codes related to solid waste management facilities.
  • Provides technical assistance to local governments, consultants, and citizens concerning solid waste technologies and regulations governing Class I landfill, WTE facilities and waste tire facilities. Presents at public meetings and workshops when needed.
  • Performs research or other data compilation assignments as assigned. Prepares written or verbal summaries of findings on a timely basis.
  • Performs other related duties as assigned.

 

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of engineering principles and environmental practices and procedures. 
  • Skills in the operation of personal computers and related software.
  • Physical ability to conduct solid waste management facility inspections.
  • Ability to review, organize, and track contract deliverables and maintain accurate records.
  • Ability to successfully draft/evaluate complex and/or controversial permits or similar compliance concerns.
  • Ability to establish and maintain effective working relationships with Department staff, other agency staff, and the public.
  • Ability to effectively communicate both orally and in writing.

 

 

Minimum Qualifications:

  • At least four years of verifiable related experience in environmental science or one of the physical or natural sciences. Post-secondary degrees from an accredited college or university with a major in environmental science or one of the physical or natural sciences may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Valid Driver’s License

 

 

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

 

 

Applicable Job-Specific License or Certifications:

Applicant must possess or be qualified to obtain within one year of employment an active Florida Certified Contract Manager (FCCM) certification and maintain it thereafter.

 

 

Preferred Qualifications:

  • One year of regulatory inspection/compliance/permitting or other related experience.
  • Knowledge of engineering principles and environmental practices and procedures.
