Position Overview and Responsibilities:
This is an intermediate Environmental Specialist position in the Division of Air Resource Management’s Compliance Assurance Section (CAS) that reports directly to the Environmental Administrator. The primary responsibility of this position is to provide support to the division’s compliance and enforcement functions including assisting with statewide regulatory oversight, emissions inventory reviews, providing compliance assistance, and ensuring data management and federal reporting requirements are met.
Provides implementation and oversight of compliance and enforcement policies across the state. Thoroughly reviews regulations, permits, and compliance documents to provide informed and consistent regulatory guidance to statewide compliance staff and the regulated community. Provides help in conducting the necessary training to division, districts, and local programs related to compliance and enforcement policies and procedures.
Works to develop knowledge of Continuous Emissions Monitoring Systems (CEMS) and compliance test methods/procedures, as well as EPA’s ERT and CEDRI systems. Assists with answering regulatory questions, developing/updating guidance, and providing training related to CEMS and compliance tests to compliance staff and the regulated community. Assists compliance offices with processing compliance test reports including entering test data in the division’s AirCom database in accordance with EPA’s data policies.
Reviews industry-submitted emissions data for accuracy and completeness and works with the emissions inventory team leader to complete reviews and uploads of emissions data to EPA timely. Assists with annual emissions inventory review processes. Maintains proficiency in the use of the Electronic Annual Operating Report (EAOR) software and associated web pages. Assists customers and compliance staff with use of EAOR and questions related to annual emissions inventory submittal and review procedures. Assists in data quality improvement efforts and the maintenance of the division's Air Resources Management System (ARMS), EAOR, Oculus, and AirCom databases as needed.
Acts as a compliance assistance resource and assists with functions related to the Small Business Environmental Assistance Program. Helps target industries, processes, and facilities across the state that could benefit from compliance assistance. Helps develop compliance assistance materials and coordinate outreach activities.
Performs other duties as required.
Required Knowledge, Skills, and Abilities:

Ability to use a personal computer
Ability to establish and maintain effective working relationships
Ability to provide excellent customer service to the public, applicants, consultants and coworkers as well as staff in other divisions, districts and local air programs.
Minimum Qualifications:
Travel on state business
Valid driver’s license
At least five years of verifiable related experience in the areas of Natural or Physical Science, or Engineering. Post-secondary degrees from an accredited college or university with a major in Natural or Physical Science, or Engineering may be used as an alternative for required five years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
