The Work You Will Do:

This Environmental Specialist II position performs advanced professional work under the direction of the Environmental Administrator for the Division of Waste Management’s Solid Waste Section located in Tallahassee, Florida.  This ideal candidate will possess discipline specific knowledge, leadership and technical skills to promote the sustainability, implementation and efficiency of state and federal laws, rules, and regulations related to grease waste and solid waste management.

The Environmental Specialist II will assist in the development and management of the Grease Waste Removal and Disposal (GWRD) program. Additionally, the candidate will promote Department efforts encouraging compliance by regulated entities with grease waste and other waste management regulations and will coordinate with District Staff on inspection and compliance activities as well as provide technical assistance related to the GWRD program. They will participate in meetings with representatives from the regulated community and federal, state and local governments, develops reports as required by the Florida Department of Environmental Protection, and assists with other duties as required.  The Environmental Specialist II works with managers to plan and prioritize activities and projects in line with DEP’s strategic objectives and finds integrated solutions on a variety of organizational challenges.

Your Specific Responsibilities:

• The primary responsibility of this position will be to coordinate programmatic, permitting and compliance efforts associated with the Grease Waste Removal and Disposal (GWRD) Program.  Requires maintaining regular contact with District permitting and compliance personnel and DOH personnel, as appropriate to keep them up to date on Department guidance, and to track level of service metrics for inspections.  Plan and conduct periodic GWRD program training and workshops. Directs and provides technical assistance for programs related GWRD. Assists with GWRD program development, including development of training materials, outreach materials, conducting research and data management.

• This position assists in the development and management of the Division of Waste Management’s statewide environmental waste permitting and compliance assistance programs.

• Promotes department efforts encouraging permitting and compliance by regulated entities with grease and solid waste regulations. Duties include providing technical support to District grease and solid waste programs, implementing training programs and outreach material supporting the permitting and compliance assistance programs.

• Assists in reviewing and maintaining permit documents, management reports and compliance reviews as directed to ensure districts meet annual level of service commitments and priorities. 

• Provide support for district permitting compliance assistance and outreach efforts. Provides technical assistance to regulated industries, districts, local governments, and others on grease and solid waste management regulatory requirements.  Track and analyze compliance and enforcement activities.

• Performs other related duties as required.  These duties may include data gathering and management, preparing information for reports or presentations, or other grease and solid waste related tasks.

Required Knowledge, Skills, and Abilities:

• Knowledge of state and federal waste regulations
• Demonstrated skill using spreadsheets for data analysis
• Skill in using Microsoft applications, Adobe suites, and database management tools.
• Ability in effective oral and written communication.
• Ability to establish and maintain effective working relationships with others.
• Ability to provide guidance to district staff with primary program area on moderately to complex projects or policies.

Required or Preferred Qualifications:

• Bachelor's degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences and one-year of verifiable related experience; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of five years.

• Valid Driver License.
