The Work You Will Do:
The Division of Water Resource Management’s (DWRM) Executive Services Program is accepting applications for a full-time career service Senior Program Analyst, position #37010778. This professional position serves as a multifaceted coordinator and special projects team leader. This position is specifically responsible for coordinating with other divisions, monitoring legislative initiatives, tracking and reporting on DWRM’s rulemaking activities, and providing support to DWRM’s leadership team and program areas on special projects.

Pay:
Annual Salary: $56,330.96 - $62,500 (commensurate with experience).
Your Specific Responsibilities:
- Employee is expected to support DWRM leadership and program staff by assisting with special projects, executive goals and objectives, rulemaking activities, and the implementation of legislative requirements.
- Employee will serve as the DWRM Office of Environmental Accountability and Transparency’s (OEAT) Liaison and primary point of contact for all OEAT assignments.
- Employee is responsible for the successful completion of various legislative requirements.
- Employee is expected to oversee and assists with DWRM rulemaking efforts.
- Employee is also responsible for providing technical support for public workshops, rulemaking webinars and rule hearings.
- Employee will assist DWRM’s leadership team by completing specials projects and tasks as assigned.
- Employee will support program areas with the implementation of priority projects.
- Employee will serve as a special projects team leader.
- Employee will perform other related duties as assigned.
Required Knowledge, Skills, and Abilities:
- Understand and apply applicable rules, regulations, policies, and procedures.
- Knowledge of the concepts, terminology, principles, and analytical techniques of the physical and natural sciences.
- Ability to collect, evaluate, analyze, and interpret scientific and technical data and prepare reports.
- Ability to establish and maintain effective professional working relationships with other state, federal and local employees in a courteous and professional manner.
- Must possess excellent communication skills, both verbally and in writing.
- Must be flexible to changed circumstances, self-motivated and task oriented.
- Must require little supervision.
- Ability to work independently and as part of team to achieve a task.
- Ability to plan, organize and coordinate work assignments, determine work priorities and ensure timely completion of work assignments.
- Ability to solve problems and effectively make decisions.
- Ability to operate a personal computer and effectively use MS Word, Excel, Outlook, Teams, PowerPoint and other software applications.
- Ability to prepare guidance documents and standard operating procedures.

Required Qualifications:
- A valid Driver’s License.

A 4-year degree from an accredited college or university, and 5-years of related professional experience.
Preferred Qualifications:
- Knowledge of DWRM’s programs and areas of responsibility.
- Knowledge of Florida’s rulemaking process.
- Knowledge of and experience with interpreting state and federal environmental laws and regulations.
