Position Overview and Responsibilities:
This intermediate level environmental position acts as rulemaking coordinator for Chapter 62-304 Florida Administrative Code, coordinator of TMDL submittal process to EPA, technical editor, and contributor to Total Maximum Daily Loads (TMDLs) developed for waterbodies that do not meet water quality standards for parameters such as fecal indicator bacteria, metals, nutrient, and nutrient related parameters.
Coordinates TMDL rulemaking activities in close collaboration with Water Quality Evaluation and TMDL Program (WQETP) management, the division office, and division’s program attorney. Creates rulemaking documents including Notice of Proposed Rule (NOPR) packages, hearing notices and technical presentation materials, and 303(c) and 303(d) submittal packages to be submitted to the Unites States Environmental Protection Agency. Works closely with the TMDL Environmental Administrator and the WQETP Program Administrator to ensure that reasonable progress is made on management review of rulemaking materials.
Serves as a technical editor for TMDL reports and other scientific reports produced by the program. Ensures that reports have consistent technical and legal language, documents are Section 508 compliant, and follow division and agency style guides.
This position investigates the behavior, fate, and impacts of water quality parameters on surface and ground water quality, preparing and interpreting water quality reports, and assisting water quality studies with state and federal agencies.
Performs other related tasks as necessary.
Required Knowledge, Skills, and Abilities:
- Knowledge of biological, chemical, and physical processes as they relate to water quality and the aquatic environment.
- Knowledge and experience in the use of various methods for assessment of surface water quality/quantity data. Includes statistical analysis, graphics preparation and use of state-of-the-art mathematical modeling approaches.
- Ability to understand Federal and State rule as they relate to the development of total maximum daily loads.
- Ability to solve problems and make decisions.
- Ability to deal with the public in a courteous and respectful manner.
- Ability to determine work priorities and ensure proper completion of work assignments.
- Ability to establish and maintain effective working relationships with others.

Minimum Qualifications:
At least 6 years of verifiable related experience in engineering, engineering sciences, chemistry, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, or public health. Post-secondary degrees from an accredited college or university with a major in engineering, engineering sciences, chemistry, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, or public health may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
