POSITION DESCRIPTION:
This position reports to the Chair of the Metropolitan Planning Organization Advisory Council (MPOAC) and carries out the duties of the MPOAC, as directed by the MPOAC Chair and Executive Committee. This position may represent the MPOAC on official matters only at the direction of the MPOAC Chair or Governing Board. This position works in collaboration with Florida’s Metropolitan Planning Organizations and the Florida Department of Transportation (FDOT). Frequent overnight travel is required.
Develops effective working relationships with the MPOAC Governing Board, MPO staff, legislative staff, elected officials, FDOT and other federal and state partners. Facilitates and implements the MPOAC Strategic Plan. Leads the development of MPOAC policy positions, monitors proposed and adopted federal and state laws, rules, and policies or procedures, and provides recommendations to the MPOAC. Drafts policies or guidance, as needed. Also, monitors updates to Census data, performance data, and other tools or resources. Meets with stakeholders to provide education and information regarding the responsibilities of the MPOs and the MPOAC and related policies or positions.
Provides leadership to the MPOAC through implementation of the MPOAC Strategic Plan and compliance with state and federal requirements. Coordinates effective MPOAC meetings and committees, development of meeting materials, documenting decisions and ensuring those decisions are delivered. Monitors and reviews proposed Federal and State legislation that may affect MPOs and provides recommendations and drafts legislation as necessary. Coordinates and delivers training and best practices to MPOAC members, providing relevant and timely information.
Monitors state plans and planning activities, such as the Florida Transportation Plan and the Strategic Intermodal System Plans, and transportation performance measures and targets. Gather information to ensure MPO planning processes align with state and federal requirements and provides technical assistance, training, or other related job aids. Reports and presents to the Florida Transportation Commission as required.
Oversees administrative duties for the smooth running of the MPOAC, including travel, human resources, procurement and management of consultant contracts, and timely delivery of quality products. Manages MPOAC Unified Planning Work Program (UPWP) and related budget effectively and efficiently. Manages MPOAC web site, research projects, and other activities that support the responsibilities of the MPOAC.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of federal and state laws and regulation, with emphasis on MPO and transportation planning requirements. Knowledge of MPO responsibilities, plans, and processes. Knowledge of the roles of the MPOAC, Legislature, and FDOT. Ability to effectively manage a budget. Ability to supervise staff and programs. Ability to work independently and complete tasks on time and on budget. Skilled in writing and math. Skilled in preparing and presenting material. Skilled in working with elected officials and committees.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in planning, public administration, urban studies, business administration, political science, or closely related field. At least eight years of experience working with an MPO, USDOT, a state DOT, local government, or providing related services through a private firm. A Masters degree or AICP is preferred but not required.
