The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hour a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This position serves as a Lead Emergency Fuels Specialist, a program and operational manager within Bureau of Response’s Infrastructure Section. As the lead for the Emergency Fuels Program, the incumbent will ensure FDEM is prepared for any fuel emergency impacting the State of Florida and assist the Infrastructure Section Manager with additional projects as assigned. Responsiblities include, but are not limited to the following:
- Serve as the Program Lead for the Emergency Fuels Program, responsible for program development and growth, and as the Lead for Emergency Support Function 19 responsible for activities described in the State Comprehensive Emergency Management Plan (CEMP).
- Serve as the primary liaison with fuel stakeholders (i.e., the U.S. Department of Energy, Petroleum Association, etc.), advising rule, policy, and statute changes and their potential implications on the State’s response and fuel supply.
- Conduct comprehensive review of data on petroleum supply, demand, consumption, allocation, and conservation functions to determine operational capabilities and gaps within local and state capabilities.
- Develop, maintain, and implement operational plans, procedures, and other documentation (i.e., standard operating guides, job aids, etc.) related to the programmatic area.
- Ensure implementation and training for new technological solutions that will increase efficiency of the Emergency Fuel Program and its projections.
- Provide technical assistance and reports to state and local agencies on issues related to emergency fuels.
- Conduct and participate in conferences, meetings, exercises, and workshops relating to emergency management planning and response.
- Perform travel and other duties as assigned by the Infrastructure Manager and Bureau Leadership.
- Perform duties as assigned during activations of the Emergency Operation Center.
In response to emergency events, FDEM employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including nights, weekends, and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee’s position description. Employees must be able to deploy to emergency sites with limited advance notice.
Knowledge, Skills, and Abilities:
- Knowledge of Florida’s fuel infrastructure and relative regulations, policies, Federal Regulations, Administrative Codes, etc. related to fuels.
- Knowledge of computer-based report preparation and strategic planning to develop complex documents in support of program objectives.
- Knowledge and demonstrated ability to compile and implement operational procedures.
- Ability to analyze, comprehend, and apply complex and/or technical material such as directives, regulations, policies, Federal Regulations, Administrative Codes, etc.
- Ability to communicate effectively through conference calls, briefings, and other oral and written formats for all types of audience groups ranging from subject matter experts to executive level partners.
- Ability to conduct and participate in conferences, meetings, and workshops relating to emergency management preparedness and response.
- Ability to work in an operational mode to provide response coordination to state and local government entities, including working non-traditional hours, and serving in an on-call like capacity on a rotating basis that includes weekends and holidays.
- Ability to plan, coordinate, execute, and monitor multiple concurrent complex projects to ensure delivery of desired programmatic outcomes within the desired timeframe.
- Ability to coordinate multiple projects, tasking, and/or priorities.
- Demonstrated knowledge of federal, state, and local responsibilities during disasters and the role of the Emergency Operations Center.
- Demonstrated knowledge of building design and construction principles and practices.
- Ability to conduct public meetings and to articulate program concepts verbally.
- Ability to write correspondence and technical reports.
- Skills in performing word processing, graphics, database management, and internet research using a personal computer.
- Ability to work effectively with others as a team.
- Ability to travel overnight and to work non-traditional hours.
Minimum Qualifications:
- A Florida Certified Contract Manager (FCCM) certification or ability and willingness to obtain within the first 12 months of employment.
- A minimum of four years’ experience in an emergency fuels program, or a related field. A post-secondary degree from an accredited institution in Public Administration, Emergency Management, or related field may substitute for the required experience on a year-for-year basis.
- Experience in research and planning processes.
- Experience using Microsoft Office Suite (Excel, Word, Outlook), and the ability to learn and navigate division enterprise business systems.
