Position Overview and Responsibilities:
Reporting to the State Deputy Chief Information Security Officer, the Engineering and Architecture Administrator serves as the State’s senior leader responsible for establishing and advancing Florida’s enterprise technology architecture. The Administrator guides enterprise agencies in developing and maintaining a cohesive enterprise architecture, technical references, and modernization roadmap aligned with statewide priorities. This role drives cloud-first strategies, leads enterprise engineering functions, and champions adoption of secure, modern, and interoperable technologies supporting cybersecurity, data management, artificial intelligence, and statewide data exchange.
This Select Exempt Service management position oversees two programs, providing leadership, coordination, and strategic direction across multi-agency initiatives.
Key Responsibilities:
Enterprise Architecture Leadership
• Develop and maintain Florida’s enterprise architecture across business, data, application, and technology domains.
• Establish statewide technical reference architectures, standards, and patterns that promote interoperability, security, and reuse.
• Identify and evaluate emerging technologies to ensure alignment with enterprise priorities.
• Develop and maintain enterprise standards through Florida Administrative Code, including 60GG-4 (Cloud Computing) and 60GG-5 (Enterprise Architecture), and supporting technical references.
Modernization Strategy & Implementation
• Direct statewide modernization initiatives, including legacy system remediation, cloud adoption, platform modernization, and API-driven architectures.
• Implement enterprise-wide strategies and KPIs to measure and reduce legacy technology debt, prioritizing high-risk systems.
• Identify agency training and upskilling needs to support adoption of modern technology practices, frameworks, and techniques.
Enterprise Engineering & Technical Oversight
• Manage enterprise engineering functions supporting cybersecurity operations, enterprise logging/data lakes, and shared platforms.
• Lead engineering efforts that enable interagency data interoperability, enterprise integration, and secure data exchange.
• Oversee infrastructure and AI/ML initiatives to ensure scalability, governance, and alignment with enterprise priorities.
Collaboration & Stakeholder Engagement
• Chair or participate in statewide architecture governance forums, communities of practice, centers of excellence, and working groups.
• Provide strategic guidance on technical investments, architectural decisions, and solution designs.
• Collaborate with cybersecurity, data management, program offices, and agency partners to ensure enterprise alignment.
Program Management & Leadership
• Provide strategic leadership and manage staff performance, professional development, and succession planning.
• Plan, track, and report on program budgets, resource allocation, and operational performance.
• Foster a culture of accountability, collaboration, operational excellence, and continuous improvement.

Knowledge, skills and abilities, including utilization of equipment, required for the position:
Knowledge
• Enterprise architecture frameworks and standards (e.g., TOGAF, SOA, OCSF, Cloud Architecture Frameworks).
• Cloud architectures (IaaS, PaaS, SaaS), multi-cloud governance, and security practices.
• Cybersecurity principles, enterprise logging, threat detection technologies, and identity and access management.
• Data platforms, APIs, integration layers, and interoperability frameworks.
• AI/ML technologies, governance, and scalable infrastructure to support enterprise solutions.
• Agency training and upskilling methods to facilitate adoption of modern practices.
Skills:
• Leading teams and managing enterprise-scale programs.
• Planning, monitoring, and reporting on KPIs, budgets, and operational performance.
• Providing technical guidance across agencies with varying levels of maturity.
• Developing and implementing modernization strategies and enterprise initiatives.

Minimum Qualifications:
• Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field; equivalent experience may be considered.
• 8+ years of progressively responsible IT experience in enterprise architecture, engineering, or modernization leadership.
• 3+ years of supervisory or managerial experience leading technical teams.
