This open competitive advertisement is for an SES (Select Exempt Services) position located in Central Office, Office of Security Operations, Bureau of Admission and Release.
This position is not a Telework position and is required to report to the FDC office in the area it serves.
The Florida Department of Corrections is seeking a highly experienced and dynamic individual to serve as the Bureau Chief of Admission and Release within the Office of Institutional Operations. The incumbent in this executive-level position will be responsible for directing the organizational units responsible for processing the admission and release of inmates committed to the Department’s custody.
Compensation Range: $106,822.82-$112,730.54
Specific duties include, but are not limited to, the following:
- Develops and implements policies, plans and strategies in support of the agency’s mission to protect the public, staff, and inmates. Implements strategies and objectives in the agency’s Strategic Plan that are relevant to the bureau.
- Assists the Director of Institutional Operations in budgeting, policy development, planning, legislative issues, and operational matters. Serves as the subject matter expert to provide analysis of potential impacts of proposed legislation. Maintains open lines of communication regarding release and sentence structure issues of concern to the agency involving issues relating to individual inmates/offenders or to large groups of similarly situated inmates/offenders.
- Assists the agency in discharging its duties relating to commitment data, release dates, and inmate release and Re-Entry, in a manner consistent with the federal and state constitutions, and in achieving its mission of providing for public safety.
- Responsible for establishing statewide policies and procedures relating to maintaining an accurate and reliable electronic record of data based on court judgments and sentences; computing accurate release dates for all inmates committed to FDC custody based on court-imposed sentences and orders revoking executive supervision; ensuring that statutory and procedural requirements are met prior to the release of an inmate.
- Oversees implementation of agency duties relating to juvenile offenders under Graham/Miller Chapter 14-220 Laws of Florida and case law.
- Directs enhancements to the Offender Based Information System and develop automated systems to support the inmate classification system.
- Establish quality improvement programs and training initiatives.
- Supervise, motivate, train, evaluate, and direct the work of employees, with the authority to hire, transfer, or discipline subordinate staff.
Knowledge, skills, and abilities needed for the role include, but are not limited to the following:
- Extensive experience in correctional management, classification, or a related field.
- Knowledge of Florida Statues and case law decisions governing inmate sentence data and gain-time eligibility/applications.
- Proven track record of developing and implementing policies and strategies at an executive level.
- Strong understanding of legislative processes and experience in reviewing and proposing legislation.
- Excellent leadership, communication, and organizational skills.
- Ability to oversee and direct multiple units and initiatives simultaneously.
- Commitment to the mission and values of the Florida Department of Corrections.
Required Qualifications:
- Must have at least fifteen (15) years of experience with the Florida Department of Corrections (FDC).
- Must have at least three (3) years of progressive leadership experience in correctional management, criminal justice, or another related field.
- Must have demonstrated the ability to lead and manage large teams, develop and implement strategic initiatives, and drive organizational change.
- Must have demonstrated a proven record of strong, executive-level, decision-making; policy development; and operational oversight.
- Must have at least three (3) years of experience with structuring sentences in accordance with court orders, statutes or applicable case law.
