This advertisement is for a Senior Management Service (SMS) position located at Central Office in Tallahassee, Florida. 

 

The State of Florida, Department of Corrections (FDC) is seeking a Director of Administration. The individual serving in this role will report directly to the agency’s Chief of Staff or Deputy Chief of Staff. This SMS position will be responsible for directing the bureaus that carry out contract management and monitoring, contractor operated correctional facilities, fleet management, risk management, records management, public records, central office building management, and mail services.

As Florida's largest state agency, and the third largest state prison system in the country, FDC employs nearly 24,000 members, incarcerates over 89,000 inmates and supervises more than 144,000 offenders in the community.

 

SPECIFIC DUTIES & RESPONSIBILITIES:

This position is responsible for directing the Department of Corrections, Office of Administration. The incumbent is responsible for managing, planning, and coordinating the overall operations of the office to ensure that all responsibilities of the office are functioning at a high level and in accordance with all laws, rules, policies, and procedures.

Specific duties include, but are not limited to:

Serve as a member of Department’s Executive Leadership Team and keeps other members of the team up to date with all issues under the Office of Administration.

Manage and lead the operations of the Office of Administration.

Establish goals, performance and accountability measures to ensure managers and staff are meeting timelines, working efficiently, completing their job duties and responsibilities, working within budgetary guidelines, and providing high levels of customer service.

Monitor and manage the allocated budget within the Office of Administration.

Florida Statute 284.50 requires each state agency to designate a safety coordinator to develop loss prevention programs, inspect facilities, investigate accidents, and promote safety awareness. The incumbent served as the safety coordinator for the department.

Responsible for training, hiring, and performance management.

Directs the development of all written agreements and training for the Department’s Contract Management and Procurement processes.

Directs the development and oversees the Food Services, Inmate Communications and Canteen programs, policies and procedures related to contract management and monitoring.

Coordinates research with outside agencies, universities, and criminal justice professionals and ensures compliance with the department’s procurement, leasing, construction and contract management guidelines and research priorities.

Represents the department in meetings, hearings, and task forces, both inside and outside the department, including legislative, administrative, and community forums.

Directs appropriate research and implementation of program innovations. This includes the development of funding sources and grants as well as the adoption of technology for more efficient utilization of resources.

REQUIRED QUALIFICATIONS:

  • Minimum of year (8) years of progressive experience and responsibility in a business administration field, six (6) of which were holding a supervisory position directing a multi-functional staff.
  • Possesses strong emotional intelligence and management skills, enabling effective organizational leadership.
  • Strong stakeholder management skills. The ability to effectively identify, engage, and manage relationships with key stakeholders, including internal team members, external partners, and other relevant parties.
  • Demonstrated success in implementing multiple large-scale projects within strict timelines.
  • Skilled in delivering high-level briefs to executives in a clear, concise, digestible manner to enable informed decision making.
  • Excellent written and verbal communication skills
  • Demonstrate high levels of discretion and confidentiality
  • Excellent presentation skills
  • Solid understanding of data analysis, budgeting, procurement, and business operations.
  • Certified Contract Manager or obtain certification within 6 months of hire date as a contingency of continued employment.
  • Ability to travel (10-25%)

 

PREFERRED QUALIFICATIONS:

  • Experience in State of Florida administrative management
  • Current Project Management Professional (PMP) Certification
  • Florida Certified Contract Negotiator (FCCN)
  • Experience with State of Florida budgeting/procurement processes and legislative implementation requirements.
  • Bachelor’s or master’s degree in business administration, Public Administration, Management, or a related field.
