Government Operations Consultant III – 70046633

 

This advertisement is for a Career Service position located at Central Office in the Office of Health Services.

 

Salary Rate: $68,250.00 annually

 

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.

 

SPECIFIC DUTIES & RESPONSIBILITIES:

The incumbent in this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, Florida Administrative Code. The incumbent in this position is expected to become familiar in the department’s reentry initiatives; display leadership skills that demonstrate the department’s commitment to reentry efforts while maintaining a professional demeanor.

The Re-Entry and CAP Coordinator provides direct oversight of the mental health re-entry program.

  • Responsible for the monitoring and coordination of release planning for inmates with medical continuity of care requirements, including inmates with co-occurring sex offenses. 
  • Oversee performance of the Department’s Mental health Re-Entry Program from the health care contractor(s) to ensure compliance with contractual terms and conditions.
  • This position also oversees the performance by the health care contractor to ensure compliance with contractual terms and conditions and FDC policies and procedures.
  • Approves and tracks Corrective Action Plans for failed contract monitoring measures.
  • Assist individuals being released from prisons to successfully reintegrate into the community by assisting them to:
  • Receive community-based services such as substance abuse treatment.
  • Receive support groups.
  • Seek employment.
  • Seek education/training.
  • Find housing.
  • Reunite with family.

 

This position assists and serves as backup to Inpatient Transfer Coordinator and Clinical Monitor Manager, in their absence:

Inpatient Transfer Coordinator:

  • The Mental Health Transfer Coordinator monitors inpatient and Residential Continuum of Care (RCC) vacancies and authorizes requested transfers to treatment sites.
  • Uses MHIT (Mental Health Inmate Transfer) application to arrange the transport of inmates to treatment settings. 
  • Coordinates with Clinicians, the Mental Health Transfer Coordinator, Population Management, and Transport Officers for transfer arrangement.
  • Coordinates transfers of patients needing assessment for Gender Dysphoria or other specialized treatment.
  • Manages tracking of inpatient bed utilization and provides reports regarding vacancies, bed use discrepancies and multi-man bed usage.

 

Clinical Monitor Manager:

  • The Contract Monitor and Analytics Team Manager position provides direct supervision over the mental health analytics team.
  • Coordinates Informatics’ Team projects, tracking progress and prioritizing tasks.
  • Coordinates with the Assistant Chief of Mental Health to assist with the oversight of the state’s contract monitors for mental health (nonclinical).
  • Responsible for the monitoring the statewide compliance of contract performance measures and providing data analysis of the institutional audit reports.
  • Coordinates schedules and implementation of audits at each institution. 
  • Oversees the performance by the health care contractor to ensure compliance with contractual terms and conditions and FDC policies and procedures, as directed by Chief of Mental Health Services. 
  • Develops and provides specific mental health training to mental health staff as directed by the Chief of Mental Health Services.
  • Coordinates with the contractor to ensure that policy and procedures are included in the training is provided to contracted staff.

 

KNOWLEDGE, SKILLS & ABILITIES:

  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationship with others.
  • Ability to plan, organize and coordinate work assignments.
  • Knowledge of methods of compiling, organizing, and analyzing data.
  • Knowledge of the components of a multi-disciplinary mental health system, including psychology, psychiatry, mental health nursing, professional counseling.
  • Knowledge of the standards of care for persons with mental impairments.
  • Knowledge of the theories and principles of psychology.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Ability to analyze and interpret psychological data.

 

REQUIRED QUALIFICATIONS:

  • Must possess licensure in accordance with Florida Statute 491 (Licensed Mental Health Counselor, Clinical Social Worker, Marriage and Family Therapist)
