This advertisement is for a SES (Selected Exempt Service) position located at Central Office in Administrations (Labor Relations).
Salary: $58,131.06 - $59,482.80 Annual Range
SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.
SPECIFIC DUTIES & RESPONSIBILITIES:
- Assists with managing the various functions of the Labor Relations unit to include, but not limited to handling Office of Human Resources (OHR) policies and procedures, telework, collective bargaining and grievance handling.
- Researches and prepares collective bargaining information for executive management, as needed.
- Serves as the subject matter expert for Labor Relations unit. Evaluates, interprets and implements personnel rules and procedures relating to OHR policies and procedures. Provides interpretations of policies, procedures and rules for Career Service and Collective Bargaining Unit grievances, and discipline and recruitment practices.
- Ensures the Department’s compliance with collective bargaining agreements and related policies and procedures. Reviews the Step 1 grievance information and responses, meets with union representatives at Step 2, and prepares responses to grievances to ensure jurisdictional, contractual language, and related policy and legal requirements are met and addressed. Represents the Department at Step 3 meetings for collective bargaining unit grievances and consultations regarding contract issues. Provides guidance and instruction regarding relevant policies and procedures.
- Maintains an extensive knowledge regarding the Florida Statutes, Department of Management Services personnel rules, collective bargaining agreements, federal employment laws, Americans with Disabilities Act, Age Discrimination in Employment Act, Fair Labor Standards Act, Title VII of the Civil Rights Act, and Department policies and procedures.
- Provides assistance and guidance to and collaborates with Central Office staff and local Human Resource contact within institutions and community corrections and maintains up-to-date information on all changes as it relates to the OHR, personnel rules and procedures, and Union Contracts.
- Reviews disciplinary actions to include but not limited to supervisory counseling memorandums, records of counseling and written reprimands for accuracy to ensure the final action aligns with state personnel rules, Department rules and procedures, and Union Contracts.
- Inputs and retrieves data, prepares reports, consults with the Office of Information Technology (OIT) in creating and improving electronic information systems. The incumbent is computer literate and maintains an extensive working knowledge of People First, Personnel Information Tracking, Grievance Database, Excel, Word, Outlook, DC Web, Axiom Pro, SharePoint, internet and intranet.
- Develops and implements personnel policies and procedures for the Department, as assigned.
- Assists in the development of training in the area of the unit and provides training to staff.
- Maintains an extensive filing system of electronic and paper records, copies and redacts files as required in response to public records requests, and archives and destroys files according to retention schedules.
- Prepares statistical reports and inputs and maintains data on Department databases and works with OIT to design and improve data systems.
- Performs other duties as assigned.

REQUIRED QUALIFICATIONS:

- Minimum of 3 years experience in one or more of the areas such as Employee Relations, Labor Relations, Recruitment, Payroll, Leave and Attendance, Classification and Pay and Emplyee Benefits. (A bachelor’s degree from an accredited college can substitute for 1 year of the required experience or a master’s degree from an accredited college can substitute for 2 years of the required experience.)
- Investigative experience reviewing documents and/or evidence; investigating complaints; professional office experience preparing and tracking action letter documents and/or other similar correspondence.
- Experience reviewing and processing information from multiple documents and various sources to prepare an official document.
PREFERRED QUALIFICATIONS:
- Investigative experience reviewing documents and/or evidence; investigating complaints; professional office experience preparing and tracking action letter documents and/or other similar correspondence.
- Experience in Microsoft Office.
- Experience in providing interpretations of policies, procedures, administrative rules, and/or Florida Statues.
- Experience processing collective bargaining grievances.
- Experience working in the State Personnel System.
