This advertisement is for a SES (Selected Exempt Service) position located at Central Office  in the Office of Administration (Retirement & Benefits).

 

Salary: $58,131.06 - $59,482.80 Annual Range

SPECIFIC DUTIES & RESPONSIBILITIES:

This is a highly responsible position that assists the Senior Personnel Manager (SPM) by serving as a subject matter expert (SME) for retirement and benefits.  The incumbent assists in formulating policies and procedures for appropriate areas of responsibility; performs operational and technical duties for personnel programs such as benefits administration, retirement, and personnel transactions in accordance with applicable state and federal laws, state personnel rules, and the rules, policies and procedures of the Department.

  • Serves as the lead in the absence of the SPM, and provides training and assignments to peers on an ongoing basis as it relates to benefits and retirement.
  • Assists in the preparation of updates to procedures pertaining to the Human Resources Administration section, as well as provides interpretations of policies, procedures, and rules.  Assists in drafting memorandums and other correspondence related to benefits and retirement.
  • Serves as contact with staff in Accounting, Division of Retirement, Bureau of State Payroll, and statewide HR staff to ensure accurate processing of all retirement and benefit changes, and miscellaneous deductions on an as needed basis.
  • Responsible for the review and processing of retirement variance invoices. This includes processing retirement code corrections in the People First system and completing miscellaneous adjustment forms appropriately to correct the employee’s payroll records and forwarding to Finance & Accounting for handling.
  • Assists in the development of quality control measures for the Benefits/Retirement Section.
  • Assists with the resolution of employees’ issues as it relates to retirement, including retirement variance report, corrected plan memos, final salary certifications and applications for special risk administrative class (SRASC).
  • Serves as the point of contact for People First issues related to retirement and benefits, including training, updates, and procedures.
  • Assists with vouchering state contributions or requests employee/agency refunds for health/life insurance premiums when necessary.
  • Assists with the coordination and administration of retirement benefits for employees. This involves coordination with the Division of Retirement, DSGI, Bureau of State Payroll, Bureau of Deferred Compensation, and People First. Provides guidance to employees regarding retirement plans, DROP, final leave payouts, and continuation of insurance and other benefits.  Provides assistance and interpretation of rules to supervisors, management, and employees as requested..
  • Develops training materials and provides training pertaining to retirement and benefits to include retirement planning.
  • Assists with the resolution of employees’ issues as it relates to benefits including enrollment, premium under/over reports, and cancellations. Provides consultative assistance to all employees and provides assistance to staff in all areas of responsibility.
  • Assists management with correspondence and coordination of programs with insurance companies, deferred compensation, credit unions, and other state agencies on behalf of the employee and/or the Department.
  • Set up payroll deductions. Completes leave audits on employees entering DROP, and ensures appropriate leave pay out and/or leave transfers occur on time based on 31-day HRM timeline.
  • Responds to inquiries regarding benefits and retirement, including working with the Division of Retirement and People First to certify and reinstate retirement and health benefits to eligible claimants in accordance with the Court decree, settlement agreements, PERC orders, and/or Arbitration awards.
  • Performs other related duties as assigned.
  • Completes training timely and as required.

REQUIRED QUALIFICATIONS:

  • High School Diploma or its equivalent.
  • Four (4) years of professional Human Resources/Personnel experience.
  • Experience processing payroll as it relates to retirement and benefits using the People First system.
  • Experience processing retirement invoices.
  • Experience vouchering state contributions and/or processing requests for employee/agency refunds for health/life insurance premiums.
