This advertisement is for a Career Service position with the Florida Department of Corrections, Bureau of Contract Management and Monitoring located in Tallahassee, Florida.

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY. EMPLOYEES ARE NORMALLY HIRED AT THE MINIMUM OF THE SALARY RANGE.

Salary Range: $40,948.18 - $55,000.00

Under the direction of Secretary, Julie Jones, the Florida Department of Corrections (FDC) is the 3rd largest state prison system in the country with a budget of 2.4 billion, approximately 99,000 inmates incarcerated and another 140,000 offenders on active community supervision. The DC has 142 facilities and more than 24,000 staff members statewide, making it the State’s largest agency.

This position will serve as the Contract Manager and Department Liaison for the statewide food and non-food products contract.  The incumbent works closely with the Master Menu Committee, Farm and Edible Crops Manager, and Administration to fulfill the goal and mission to feed the current inmate population.  The incumbent coordinates with the Institutional Food Service Directors on all facets of the order process and provides guidance on special deliveries, product substitutes, and best practices to reduce food and non-food costs.

SPECIFIC DUTIES AND RESPONSIBILITIES:

  • Reviews and evaluates operational reports for identified areas of non-compliance and makes recommendations to management on corrective action needed for assigned program area(s)  

  • Provides operational assistance to institutional and/or community corrections staff for assigned program area(s) and makes recommendations to management for improving decision making to ensure enhanced efficiency

  • Approves/disapproves expenditure requests through the MyFloridaMarketPlace (MFMP) system for assigned program area(s)

  • Reviews proposed changes in laws and regulations to determine impact on assigned program areas and provides recommendations to management on any changes needed to the Department’s contracts, procedures, and policies

  • Reviews and responds to informal and formal inmate grievances relating to operations and contract related issues for assigned program area(s)

  • Reviews contract monitoring reports for identified areas of non-compliance and makes recommendations for corrective action to the Contract Manager for assigned contract(s)

  • Verifies receipt of deliverables from the Contractor for assigned contract(s)

  • Monitors Contractor performance for assigned contract(s);

  • Reviews, verifies, and approves invoices received from the Contractor for assigned contract(s).

KNOWLEDGE, SKILLS, AND ABILITIES (KSA’s):

Essential/Entry Level KSA’s:

  • Ability to work independently

  • Ability to communicate effectively

Full Performance Level KSA’s:

  • Knowledge of the methods of data collection and analysis

  • Knowledge of basic management principles and practices

  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices

  • Ability to organize data into logical format for presentation in reports, documents and other written materials

  • Ability to conduct fact-finding research

  • Ability to utilize problem-solving techniques

  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities

  • Ability to plan, organize and coordinate work assignments

  • Ability to establish and maintain effective working relationships with others

PREFERRED QUALIFICATIONS:

  • Possess a Florida Certified Contract Manager Certificate. Applicants must include on their profile the certification number and expiration date, if applicable

  • Prior experience in managing contracts

  • Prior experience in managing large transaction files and data

  • Prior experience in food service or food products industry
