Professional Accountant Specialist – 70026563

This advertisement is for a Career Service position located in the Bureau Internal Audit. The incumbent of the position will be responsible for planning and conducting contract reviews of providers and contract managers. This position requires the ability to analyze complex data, assemble and complete work papers, prepare and present to management written reports detailing review findings and recommendations. The incumbent must possess leadership skills if working as a team leader or the ability to work independently on assignments. 

Salary Range: $40,948.18 - $47,090.42

SPECIFIC DUTIES & RESPONSIBILITIES:

  • Develops audit plan to include:  Scope – Determine audit work that is to be performed; Purpose – Specific objective(s) of the audit; Audit program – Specific steps that are to be performed; Time Budget – Length of time to complete audit work through draft report including due dates for critical benchmarks.
  • Conducts statewide, multi-location financial, compliance and/or performance audits of assigned areas (Examples:  Disbursements – voucher systems, payroll, cost distribution and contract review; Revenue management – receipt processing, accounts receivable, travel reimbursements and collections) to include; Field work – Systematic process of objectively gathering evidence about an entity’s operations, evaluating it, and determining whether those operations meet acceptable standards;  Working papers – Documentation of performance of audit steps to support findings and conclusions reached by auditor; Recommendations – Corrective actions designed to eliminate exceptions documented during audit; Draft Audit Report – Draft presentation of audit’s scope, purpose, exceptions noted and recommendations made. 
  • This position may serve as Auditor – in Charge as assigned.
  • Conducts exit briefings with management staff upon completion of audit field work providing them with exceptions, recommendations and agreement.
  • Conducts investigations, program reviews and special projects as assigned.
  • Assists the Professional Accountant supervisor in developing Annual Audit Plan.

  • Ability to prepare financial statement workpapers and schedules.
  • Ability to prepare financial reports.
  • Ability to utilize problem-solving techniques.
  • Ability to communicate effectively.
  • Ability to analyze and evaluate accounting systems.
  • Ability to conduct audits and prepare audit reports.
  • Ability to review, analyze, and evaluate financial and operational data.
  • Ability to plan, organize, and coordinate work assignments.

REQUIRED QUALIFICATIONS:

  • A bachelor’s degree with a major in Accounting and two (2) years of professional audit or accounting experience.
  • Experience in conducting complex audits or complex contract review, evaluation, and monitoring.
