This advertisement is for a Career Service position located at Central Office in the Bureau of Procurement in the Office of Financial Management.
Salary: $60,403.72 - $62,682.88 Annual Range
SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.
SPECIFIC DUTIES & RESPONSIBILITIES:
- Responsible for and assist in writing complex technical specifications, performance requirements and evaluation methodologies used in the formal and informal solicitation processes; administer the posting of formal competitive solicitations, single sources, and other notices; prepare for, facilitate, and attend public meetings, and review responses for acceptability.
- Assist with negotiating changes and renewal terms.
- Analyze purchase awards and drafts correspondence.
- Perform market analysis.
- Serve as the Procurement Officer for assigned solicitations.
- Represent the Central Procurement Office in resolution of problems; determine recourse where possible; prepare correspondence to begin the resolution process; seek legal counsel as needed.
- Compile information from various sources, prepare and ensure that required reports are submitted as required.
- Performs travel as required.
- Stay abreast of all State of Florida and Department of Corrections rules, laws, regulations, policies, and statutes that impact the purchasing profession.
- Serve as a liaison with the Department Business Managers and assist with identifying and implanting process improvements for staff in the field, related to financial management.
- Assist with planning, drafting, managing, and tracking special projects, as assigned.

REQUIRED QUALIFICATIONS:

- Associates degree from an accredited college or university or a high school diploma and two (2) or more years of procurement/sourcing experience.
PREFERRED QUALIFICATIONS:
- Experience drafting complex specifications or formal solicitations.
- Experience writing comprehensive reports or conducting market research.
- Familiar with Chapter 255 and Chapter 287 of the Florida Statutes.
- Experience with evaluating bids or proposals to determine an award.
- Experience in editing, compiling, organizing and analyzing data.
