This advertisement is for a Career Service position located at Central Office in Systems Development.

 

Salary: $85,476.82 Annual Rate

 

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.

 

SPECIFIC DUTIES & RESPONSIBILITIES:

  • Assists the Bureau Chief of Business Solutions with workflow management tasks relating to OIT administrative programs such as procurement, contract management, procedure manual revisions, information technology audits, and legislative impact analysis.
  • Assists the Bureau Chief of Business Solutions  in ensuring that OIT services are delivered with a high degree of customer service and satisfaction.
  • Serves as consultant to higher level supervisory and/or administrative personnel in the coordination of purchases, legislative bill analyses, procedure manual review, contract management, vendor management, and invoice approvals.
  • Coordinates and/or assists with the coordination with the FDC Legislative Affairs division both directly and indirectly regarding legislation that may impact information technology systems or required new governance projects.
  • Oversees and/or assists in the creation and submission of statutorily required reports from OIT to the legislature.
  • Oversees and/or assists in the management and compliance with all OIT contracts, data sharing agreements, memorandums of understanding, memorandum of agreements, and Contract Addendums.
  • Coordinates with the FDC Bureau of Contract Management and Monitoring as it relates to the OIT contracts. Applies aspects of the Contract Technical Manual where applicable.
  • Assists in the management of, or otherwise improve processes related to vendor and/or contract management.
  • Responsible for monitoring the traceability of purchases and/or contracts by maintaining documentation on deliverables expectations and acceptance.
  • Participates in regular meetings with management, technical and/or program personnel in reviewing the progress of projects to provide updates on the status of projects and associated contracts.
  • Coordinates or participates in the development and implementation of department procedures as a result of information system/project implementation.
  • Oversees or assist in FDC procedure manual reviews and may author OIT procedures including new procedure development or edits to existing procedures.
  • Assists with the development of new or edits existing procurement or contract management documentation including collaboration with the Bureau Chief of Business Solutions on scope for new projects, including request for quotes and competitive solicitations.
  • Coordinates with FDC Bureau of Procurement regarding solicitation development and pre/post procurement activities in regard to purchases and/or contract development.
  • Adheres to FDC policies and procedures in the workplace and performs required training.

REQUIRED QUALIFICATIONS:

  • Experience assessing financial consequences.
  • Experience managing contracts.
  • Experience in MS Word.
  • Experiencie with MS Teams.
  • Experience developing and managing budgets for contract management.
  • Experience in reviewing, analyzing and evaluating data.
  • Experience in My Florida Market Place(MFMP)/Ariba On Demand.

 

PREFERRED QUALIFICATIONS:

  • Florida Certified Contract Manager (FCCM).
  • Florida Certified Contract Negotiator (FCCN).
  • Project Management Professional (PMP) certification from the Project Management Institute (PMI).
  • Knowledge of state purchasing requirements including section 287.057, Florida Statutes.
