DESCRIPTION

The Office of Early Learning is seeking a qualified applicant to fill the Information Security Analyst IV position located in the Applications and Data Service unit. The person in this position is the process owner for developing and implementing an information technology security plan that will protect the availability, data integrity and confidentiality of the OEL statewide information resources. This critical position reports directly to the Deputy Director over Information Technology. DUTIES AND RESONSIBILITIES: The selected applicant will be accountable for the following:

  • Leads the development, documentation and maintenance effort of information technology security policies, procedures, standards and best practices.
  • Works with information technology staff and business units to create and maintain the information security disaster recovery plan and business continuity plans.
  • Leads, facilitates and promotes information security awareness activities on a regular basis.
  • Monitors changes to state and federal regulations and accreditation standards that will have an impact on information technology security and make recommendations to the CIO and/or executive leadership on the need for policy and/or procedures changes.
  • Process owner for intrusion detection and response.
  • Process owner for monitoring and validating audit compliance to all information technology security policies and procedures to ensure consistency of internal controls across the agency.
  • Performs risk assessments.
  • Creates strategic information security plan.
  • Leads the Computer Incident Response Team (CSIRT) activities.
  • Per 282.318 F.S. responsible for the Comprehensive IT Risk Assessment and Agency Strategic and Operational IT Security Plans (ASOP).
  • Performs other related duties as assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES, INLCUDING UTILIZATION OF EQUIPMENT REQUIRED FOR THE POSITION

  • Ability to use discretion when handling confidential information.
  • Proficiency with MS Office Suite (Work, Excel, Visio and PowerPoint).
  • Ability to effectively lead and motivate people.
  • Ability to manage multiple priorities.
  • Ability to work well in a team environment and to establish and maintain effective working relationships with others.
  • Strong organization, coordinating and planning skills.
  • Excellent communication skills (written and oral) and interpersonal skills.
  • Ability to analyze data, identify problem areas, make improvement recommendations and implement approved recommendations.
  • Ability to communicate in a cross-functional environment and at all levels within the department.

 

  • MINIMUM QUALIFICATIONS
  • A bachelor's degree from a college or university and three years of professional experience in Information Security Management.
  • A master's degree from a college or university can substitute for one year of required experience
  • Professional or non-professional experience as described above can substitute on a year-for-year basis for the required college education.

Preferred, but not required:

Certified Information Systems Security Professional (CISSP) or other equivalent certifications.
