This position ensures the Department accurately and timely draws federal funds from the Federal Highway Administration.  Timely draws ensure that funds are available for contractual obligations.

Your Specific Responsibilities:

Reviews, analyzes and reconciles direct/indirect and eligible/ineligible federal project expenditures and participating/nonparticipating costs for federal reimbursement through the weekly billing to the Federal Highway Administration (FHWA). Ensures transportation project expenditures are in accordance with the Code of Federal Regulations (CFR), Office of Management and Budget (OMB) Circulars, Federal Transportation Acts, and other related federal laws and guidelines.

 

Apply agreements and create billing controls in Financial Management (FM) for assigned districts based on approved authorization requests from FHWA.

 

Assist with FHWA’s annual Payment Integrity Information Act (PIIA) review. Gather and label the

payment documentation and required contractual backup, complete and submit the forms by the required deadline and respond to any follow-up questions from FHWA as required.

 

Processes cost transfers for partial and full Advance Construction (AC) conversions as assigned during the weekly bill cycle. Apply agreements and create billing controls for the assigned AC conversions.

 

Quarterly verify and reconcile receipts to billings for Federal Assistance Listing grant numbers.

 

Regularly reviews and maintains the Federal Project Administration SharePoint site with statewide training materials for the weekly federal bill.

 

Undertakes special projects for the Department’s federal billing function. Assists in the preparation of various reports, monthly, quarterly, etc. Prepares and periodically updates the desk procedure for this position.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Minimum Qualifications:  Four years of work-related experience in an accounting or auditing related field or a college degree in a business-related field can be substituted on a year-for-year basis for the required experience.
