Requirements:
Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Work at the FWC is cross-functional, meaning duties may cross division/office lines. The Commission expects employees to function across FWC's organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.
Minimum Qualifications:
· Nine (9) years of experience in federal grant/project management, progressive responsibility in team leadership, processing financial reimbursements, preparing quarterly reports, and/ or preparing closeout reports, three (3) of which must have been supervisory; or
· Bachelor’s degree in accounting, finance or related field from an accredited college or university and five (5) years of experience in federal grant/project management, progressive responsibility in team leadership, processing financial reimbursements, preparing quarterly reports, and/ or preparing closeout reports, three (3) of which must have been supervisory, can substitute for the required work experience.
Duties and Responsibilities:
This is a professional position within the Office of the Executive Director (OED) and will serve as the Federal Aid Coordinator. Duties and responsibilities include:
Federal Aid Liaison:
Serves as the official FWC liaison with the United State Fish and Wildlife Services (USFWS) regional office, represents FWC on all federal WSFR program matters, and serves as in-house expert on Wildlife and Sport Fish Restoration (WSFR) rules, statutes, and requirements; Provides trainings and disseminates information to staff on grant administration and processes; Ensures that all required annual WSFR certifications and assurances are accurately completed and submitted on time, tracks and reports program income for revenue generating grant activities on current WSFR projects.
Grant Policy Development, Tracking, Management, and Strategic Use of Federal Aid Grant Funds:
Develops grant process guidelines, checklists, procedures, and monitoring strategies to facilitate successful management of federal and state grants; Serves as in-house expert and FWC administrator of the Federal Grants Tracking System (FGTS), Grants Enterprise Management System (GEMS), and GrantSolutions; Oversees reconciliation of grant financial information, including monthly ledgers, carryover funds, remaining balances, potential reversions, and safety margins; Works closely with Division personnel for all on-going base grants and on pass-through grants funded with WSFR and other federal funding programs; Coordinates use of federal funds with budget and accounting staff, capital development staff, program managers, and others; Coordinates and assists project leaders in developing and preparing grant proposals to support and expand FWC programs; and administers all required financial reporting.
Grant Compliance and Auditing:
Ensures grant programs comply with State and Federal rules and regulations, develops and implements internal procedures to ensure compliance with grant funding opportunities, provides technical guidance to program managers and internal auditors on compliance requirements, and oversees auditing for reimbursements and grant expenditures including payroll, accounts payable, operating transfers, and corrective grant entries.
Daily Operations:
Oversees initial setup of grant cost sheets and ensures grant list is up-to-date; Ensures all grants are closed out within the 90 days of the expiration date unless an extension is approved; Responsible for having all revenues due to the agency collected timely and correctly; Ensures new Grants and amendments are entered into Florida Accountability Contract Tracking System (FACTS); Distributes work to Grants staff, ensures work is completed promptly and with accuracy.
Quarterly and Annual Operations:
Calculates indirect charges and processes indirect transfers; Prepares accounts receivable for incoming grant revenues; Validates revenue coding and posting; Researches and prepares SEFA and FFATA Reporting.
Knowledge, Skills & Abilities
· Knowledge of accounting and auditing principles; methods of reviewing and analyzing financial data; principles and techniques of effective communication
· Ability to maintain relationships with key government staff liaisons; plan and direct budgetary functions; provide budgetary analysis and interpretations of allocations for operations
· Ability to organize data into logical formal for presentation in reports, documents and training materials; create and provide trainings
· Ability to develop and monitor policies and procedures; evaluate and analyze data; understand and apply applicable rules, regulations, policies and procedures
· Ability to utilize problem-solving techniques and work independently
· Ability to plan, organize and coordinate work assignments; establish and maintain effective working relationships with others; provide effective supervision and perform as a collaborative leader
· Proficient in the use of Microsoft Excel, Word, Outlook, and Adobe Acrobat
