 Minimum Qualifications:

  • Eight (8) years of experience in government accounting, four (4) of which must have been in financial reporting, financial analysis, financial records reconciliation and/or financial management, or
  • Bachelor’s degree in accounting, finance, or related field from an accredited college or university and four (4) years of experience in financial reporting, financial analysis, financial records reconciliation, and/or financial management.

Preferred Qualifications:

  • Preference will be given to candidates with three (3) years or more of supervisory experience.

 

 

Requirements:

Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes. 

 

Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday. Not eligible for Telework.

Position Overview and Responsibilities:

 

The Commission expects its employees to be courteous and respectful while assisting Commission customers and stakeholders, ensuring each encounter is as positive as possible. Employees should promptly resolve questions or problems relating to the Commission, its programs and/or fish and wildlife resources. Employees should seek to gain public support for agency objectives and programs by serving Florida's citizens in a positive and proactive manner and by listening to what the customer wants and striving to meet their needs. When appropriate, employees will explain the reasons for agency actions or decisions while communicating a consistent FWC point-of-view. Work at FWC is cross-functional meaning duties may cross division/office lines. The Commission expects employees to function across FWC's organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

 

This position serves as the supervisor of the Financial Reporting Section within the Finance and Budget Office. It is responsible for overseeing employees and their work products to ensure the accuracy, integrity, and compliance of the agency’s financial data. The section’s core function is the detailed analysis and reconciliation of complex accounting records. Additionally, this position plays a key role in managing year‑end processes, including DFS forms submissions and Schedule 1 preparation.

 

The incumbent will be required to complete training and attain proficiency in the Florida PALM accounting system to effectively fulfill the responsibilities of this position.

 

 

 

Key Responsibilities:

  • Supervises, communicates with, motivates, trains, evaluates employees, and plans and directs employees work who directly reports to this position. 
  • Provide strategic oversight of the Financial Reporting Section to ensure accurate, timely, and compliant monthly, quarterly, and annual financial reports.
  • Lead and review complex financial analyses and reconciliations to resolve discrepancies and maintain reliable accounting records.
  • Review and approve staff‑prepared journal entries, reconciliations, investment and disinvestment transactions, and other key work products.
  • Direct all daily, monthly, and year‑end reconciliation activities, ensuring issues are identified, researched, and resolved promptly.
  • Manage the agency’s year‑end close process, including DFS form submissions, Schedule 1 preparation, and coordination of required documentation.
  • Validate financial data and ensure availability of high‑quality audit support materials.
  • Coordinate with agency leadership to meet additional reporting needs and provide financial insights for decision‑making.
  • Ensure adherence to statewide accounting standards, internal controls, and applicable regulatory requirements.
  • Update, develop, and maintain desk procedures and standard operating procedures for Financial Reporting to support consistency and operational excellence.
  • Lead process improvement and redesign efforts—particularly those associated with the PALM transition—to optimize workflows and reporting accuracy.
  • Monitor PALM testing, training, and readiness for the Financial Reporting Section as the agency prepares for go‑live.

 

 

Knowledge, Skills and Abilities:

  • Knowledge of Generally Accepted Accounting Principles (GAAP). Test this is a test this is

  • Proficiency in using Excel for functions such as pivot tables, formulas, and lookups.
  • Ability to prepare, organize and maintain a variety of accounting records.
  • Ability to provide support and guidance to staff regarding financial processes and discrepancies.
  • Ability to establish and maintain effective working relationships with others. 
  • Ability to work independently. 
  • Ability to review and monitor policies and procedures for compliance with applicable requirements.
