MINIMUM REQUIREMENTS:

 

A bachelor's degree from an accredited college or university with a major in accounting and five (5) years of professional accounting experience, two (2) years of which must have been in a supervisory capacity; or

 

Five (5) years of professional accounting experience with the State of Florida, two (2) years of which must have been in a supervisory capacity; or

 

A master's degree from an accredited college or university in accounting or possession of a Certified Public Accountant (C.P.A.) Certificate and four (4) years of professional accounting experience, two (2) years of which must have been in a supervisory capacity. 

 

Professional or nonprofessional accounting experience can substitute on a year-for-year basis for the required bachelor's degree; or any combination of this experience and up to 60 semester or 90 quarter hours of college education including two (2) courses in accounting can substitute on a year-for-year basis for the required bachelor's degree.

JOB DUTIES:

 

Responsible for supervising the Financial Management Unit of the Bureau of Finance and Accounting.  This unit oversees reconciliation/cash management functions, preparation of statements, development of account codes, audit/training/policy functions and the accounting systems of the bureau.  Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and departmental policies and procedures.

 

Lead support manager for FDACS internal Planning, Accounting, and Ledger Management (PALM) Tier 0 (zero) Support for Finance and Accounting end users. Responsible for preparing internal user education materials and evaluating end user role impacts to bureau processes as it relates to trust fund impacts monitored by the Financial Management section.

 

Monitors the activities of the Property Section to ensure operational procedures are being carried out in an appropriate manner within the bureau.

 

Oversees the preparation and filing of all financial reporting requirements related to disasters which involve the Federal Emergency Management Agency to ensure accuracy and timeliness.  This excludes the Deepwater Horizon disaster and the related BP Memorandum of Understanding.

 

Responsible for analyzing the trial balance on a monthly basis and initiating necessary adjustments.

 

Oversees the department’s purchasing card program.  Ensures the P-Card Administrator follows department policies and procedures and that all purchases are in compliance.  Assists department P-Cardholders and Approvers with questions as needed.

 

Oversees the preparation of the annual information forms required by the Department of Financial Services necessary for the preparation of statewide financial statements.  Prepares and analyzes expenses, cash and revenue procedures/estimates.  This includes analysis of all Divisions within the Department of Agriculture and Consumer Services.

 

As director over the Financial Management section, this position is responsible for preparing FLAIR to PALM coding crosswalks for the efficient tracking of historical financial data in preparation of each PALM wave launch.

 

Directs staff in expanded audit of federal grants journal transfers to ensure appropriate accounting transactions are used and affected trust funds remain in balance within the state treasury.

 

Assists the Bureau Chief in analyzing Auditor General and Inspector General findings, makes recommendations and implements corrective actions.

 

Analyzes the bureau’s accounting functions/processes and makes recommendations as to improvements, both in technology and manual processes, and implements recommendations.

 

Completes special projects as assigned by the Bureau Chief or Financial Administrator. Performs related work as required.
