SPECIAL NOTES:

Four (4) years of experience in Accounting, Finance, Business, or a related field is required. A bachelor’s degree in Accounting, Finance, Business, or a related field may be used as an alternative for the required experience.

 

Additional requirement:

  • Supervisory experience.

 

Preferences:

  • Three (3) years of supervisory experience.
  • Three (3) years of State government experience with accounting, auditing, or financial reporting duties.
  • Experience writing procedures and manuals.
  • Experience in database administration.
  • Experience developing and delivering training.
  • Experience with organizational change management.
  • Experience conducting system/unit/user acceptance testing of new/existing software.

 

This position requires a security background check, including fingerprint as a condition of employment.

 

The minimum annual salary for this position is $68,339.40. Salary may be higher depending on qualifications. 

 

Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES:

This position has responsibilities involving procedures adopted by the Department, Division, and Bureau. The procedures are part of the internal control structure used to provide reasonable assurance that objectives are met. This position shall use, comply with, and, if needed, improve these controls and procedures in the performance of duties within the Bureau of Financial Reporting.

 

This is a highly responsible professional position, which administers the Local Government Reporting Section. The duties require knowledge of accounting and auditing methods, complex accounting systems, state budget procedures, the Chief Financial Officer’s constitutional duties and state laws and rules as they pertain to financial matters. This position exercises independent judgment in formulating or assisting in the formulation of policies for the Bureau of Financial Reporting. Work is performed under the general supervision of the Bureau Chief and is reviewed through conferences and written documents to accomplish desired results.

 

Direct and oversee the collection, review, and reporting of local government financial information as required by section (s.) 218.32, Florida Statutes (F.S.). Report noncompliant entities to the Legislative Auditing Committee and the Special District Accountability Program of the Department of Economic Opportunity. Direct and oversee the collection, review, quarterly and annual reporting of court financial information, including revenues and expenditures, and assessment of additional court costs and surcharges, pursuant to sections 29.0085 and 939.185, F.S. Provide guidance and technical assistance to local governments and other applicable entities. Direct and oversee the collection, review, and reporting of water managements districts as required by s. 373.503(6), F.S.

 

Direct and oversee the development and maintenance of accounting policies and annual financial reporting requirements pursuant to Part III, Chapter 218, F.S., including the maintenance and update of the Uniform Accounting System Manual. Provide oversight for the maintenance or improvements of the Local Government Electronic Reporting XBRL System (LOGERx) system. Direct and oversee the development and maintenance of water managements districts monthly financial statement form pursuant to s. 373.536(4)(e), F.S.

 

Develop guidance and training materials, lead process improvement efforts, and perform other related duties as required.
